- This is a Performance Based Service contract for mechanical fireline, fence line, Wildlife Strip Construction, herbicide application, mechanical invasive tree treatment, mechanical clearing of brush, mechanical maintenance of horse trails, mechanical dam and terrace maintenance, hand clearing of fence lines and fireline and dam & terrace construction on the Caddo and LBJ National Grasslands in Fannin and Wise County, Texas. This will be an indefinite delivery/indefinite quantity (ID/IQ) contract with a based year period from date of award through September 30, 2006, and four one-year option periods. Proposals will be evaluated based upon: Past Performance, Experience of Key Personnel, Quality Control Plan, Work Plan and Schedule, Safety Plan and Price. Price will be evaluated and not rated or ranked. Evaluation factors other than cost or price, when combined, are approximately equal to cost or price in the award decision. Contractors must be registered in the Central Contractor Registration (CCR) and must have a valid Migrant and Seasonal Worker Protection Act (MSPA) registration number. The work will be located on the Caddo and LBJ National Grasslands in Texas. A pre-proposal meeting is scheduled for 9:00 a.m. at the LBJ District office located at 1400 N Highway 287, Decatur, Texas. The purpose of the meeting is to (1) review the requirements of the performance-based service contract type of contracting, (2) discuss the format for submitting proposals, and (3) discuss the evaluation process for award. Contractors are strongly urged to attend this meeting and attendance will be noted. Contractors must submit a technical proposal with their offer. Offers that do not include a technical proposal will not be considered for award. This solicitation will be available for download on this site on or about March 15, 3006.
