- Synopsis Pre-Solicitation Notice/ Pre-Solicitation Synopsis Posted: 22 Feb 2006 and the Pre-Solicitation Synopsis Due Date is 9 Mar 2006. The solicitation will be issued 10 Mar 2006 and the solicitation due date will be 10 Apr 2006. Item needed is: Hydraulic Fluid Tank, NSN: 1560-01-368-1352FW, P/N: 2111007-019, Quantity two (2) and the Unit of Issue is EACH. The delivery destination will be Tinker Air Force Base OLKAHOMA and the deliver date will be 31 May 2007. The anticipated contract award date will be 1 May 2006. This is a non-competitive sole source requirement and the Government does not have data or drawings for this requirement. This award will be EVALUATED as Lowest Price Technical Acceptable LPTA and the criteria are in the L and M segments of the solicitation. Only written or faxed requests received directly from the requester is acceptable. All responsible sources solicited may submit a bid, proposal, or quotation, which shall be considered. Authority: 10 U.S.C. 2304(C) (1), Justification: Supplies (or Services) required are available from only one or a limited number of responsible source(s) and no other type of supplies or services will satisfy agency requirements. Note: An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern.
