Description

U.S. SPECIAL Operations Command (USSOCOM) anticipates contracting with Rockwell Collins Incorporated, Government Systems, 400 Collins Road NE, Cedar Rapids IA, 52498-0001 for five (5) different Digitized Cockpit Components in support of the AH/MH-6, Mission Enhanced Little Bird (MELB) aircraft. The proposed action is for a GSA purchase or two (2) of the items and open market purchase for three (3) of the items for which Rockwell Collins has designed, developed and manufactured all the Digitized Cockpit Components for the Special Operations aircraft. The Government does not own the specifications and drawings to permit full and open competitionand wouldrequire delivery of all items between six (6) to twelve (12) months. The Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. See Note 22. The components to be purchased are as follows: Remote Readout Unit 399W-4, P/N 622-9692-001, Qty 14ea; ASPP 253W-1, P/N 822-0589-001, Qty 3ea; Control Display Unit 900Y, P/N 822-0948-001, Qty 14ea; Data Receptacle 200, P/N 822-1157-001, Qty 14ea; Display Unit MFD 255M, P/N 822-0975-001, Qty 14ea. Firms that feel they can provide these particular parts are encouraged to identify themselves. This notice of intent is not a request for competitive proposal, however, the Government will consider all proposals received by the specified due date (in accordance with FAR 5.203(a)). A determination by the Government not to compete this acquisition is solely within the discretion of the Government. The estimated release date of the solicitation is 17 March 2006. The purchase will be FOB Destination to the address listed in the solicitation and no suitable substitutes will be authorized or accepted.
