Description
With this announcement, the Chicago District Corps of Engineers issues a Pre-solicitation Notice for its CUP-MCCOOK RESERVOIR STAGE I GROUT CURTAIN project in McCook, Illinois. The Agency intends to award a FIRM FIXED-PRICE CONSTRUCTION CONTRACT. T HE PROPOSALS WILL BE EVALUATED USING THE BEST VALUE CONTRACTING METHOD, WHERE THE TRADE-OFF SOURCE SELECTION EVAULATION PROCESS WILL BE UTILIZED. The Contractor will be responsible for providing all the necessary facilities, plants, labor, transportation, materials, and equipment to accomplish the entire project as stated below. The project includes the contract for the construction of a double-row grout curtain at the Metropolitan Water Reclamation District of Greater Chicago (MWRDGC) Lawndale Avenue Sol ids Management Area (LASMA). The performance requirement is for the Grout Curtain to achieve an effective residual permeability of less than 1 lugeon as measured by verification holes between the two grout lines. The Grout Curtain shall use split-space te chnique with primary grout holes to start 40 feet apart. The base work of the contract will consist of approximately 2,700 F of double-row grout curtain and installation of a plug in an abandoned 14-foot diameter tunnel. Upon completion of other work at the site, the government may award optional work under Option 1 and/or Option 2 of the Bid Schedule contained hereunder; Option 1 will cover of an additional 3500+ LF of double-row grout curtain construction and Option 2 will cover 1600+ LF of the same typ e of construction. The drilling will be angled and in excess of 300 feet deep in bedrock, through more than 50 feet of overburden. The grouting will use balanced stabilized grouts and an automated grouting control system. In addition, an existing abando ned tunnel that crosses the grout curtain alignment will also be plugged. The Classification Code for this procurement is North American Industry System (NAICS) 237990  Other Heavy and Civil Engineering Construction and it is UNRESTRICTED TO BUSINESS S IZE. The solicitation will be available at the above-mentioned Internet site on or about 27 March 2 006. The due date for proposals will be on or about 28 April 2006 at 4:30p.m. CST, Chicago Local Time. In order for contractors to conduct business with the Department of Defense, the contractor must provide registration information to the Central Contrac tor Registration (CCR). Contractors can access the CCR for free at http//www.ccr.gov. The period of performance for this proposed contract is for 546 calendar days.
