- The Defense Supply Center Philadelphia (DSCP) is seeking proposals from business entities interested in participating in an Unrestricted solicitation which is being issued under Other Than Full and Open Competition Procedures; and under FAR Subpart 13.5 Test Program for Certain Commercial Items. The solicitation covers a single item: NSN 6350-01-213-4941, SIREN-ADDRESS SYSTEM, I/A/W Oshkosh Truck (45151) P/N 4SK791. Solicitation SP0570-06-R-0060 is expected to be issued April 10, 2006 with an estimated closing date of May 01, 2006. The solicitation requires proposals on quantity of 700 with a 100% quantity option and will result in a Firm Fixed Price contract. The Government?s required delivery schedule is 120 days. Delivery shall be for stock to the Defense Depot in New Cumberland, PA. Inspection and acceptance will be at destination. The evaluation of offers will utilize Best Value procedures based on Past Performance and Price ; with Price and Past Performance being of equal importance. Prospective contractors should have Electronic Data Interchange (EDI) capability. This is a part-numbered item for which the Government does not possess complete unrestricted technical data/drawings which can be referenced in the solicitation.
