Description
This is a combined Synopsis/Solicitation for services prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this announcement. This announcement constitutes the only solicitation; Proposals are being requested and a written solicitation will not be issued. Solicitation Number: HSCG41-06-Q-WE030 is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect thru Federal Acquisition Circular 01-20. The standard industrial classification code is 1721 and the North American Industry Classification System (NAICS) code is 238320. The Government intends to award a Firm Fixed Price Order/Contract utilizing Simplified Acquisition Procedures (SAP) FAR Part 13.5. The Coast Guard has a requirement for preparation and painting of the atrium interior surfaces at Canfield Hall located at U.S. Coast Guard Training Center Yorktown, Virginia. The Scope Of Work and technical drawings will be provided via email in PDF format upon request to this Synopsis/Solicitation. IMPORTANT NOTICE: FAR 52-232-33 (Payment by Electronic Funds Transfer Central Contractor Registration, May 1999) mandatory requirement for contractors to be registered in the CCR Database. CONTRACTORS MAY REGISTER ONLINE AT HTTP://WWW.CCR.GOV/. IT IS MANDATORY TO OBTAIN A DUNS NUMBER PRIOR TO REGISTERING. CONTRACTORS SHALL CALL DUN & BRADSTREET (1-800-333-0505) TO OBTAIN. AWARD CANNOT BE MADE UNLESS REGISTERED. The government will award an order resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation that will be most advantageous to the government, price and other factors considered. The government reserves the right to evaluate technical compliance/conformation with the specifications as indicated and make a best value decision. This could result in award to other than the lowest price offered. All responsible sources may submit an offer, which will be considered by the agency. All written proposals along with the above required completed clauses/provisions must be submitted and received at this office on or before March 9th, 2006 at 2:00 PM eastern time. Any amendments issued to the solicitation will be posted on this website. Prospective bidders are responsible for checking the website for amendments up to the date and time of due date for receipt of bids. Amendment:1. Paint the round column covers between the fascia wall and the bottom of the steel. 2. Drape the atrium with poly sheeting during the project. 3. The quantity of gypsum board and insulation to replace shall be priced as 4 sheets of 4’x 10’, or 400 SF. If additional materials are needed due to unforeseen water damage, then a modification will be issued. 4. Re-tape all existing gypsum board joints that will remain. Textured paint is acceptable for the ceiling to hide flaws better. 6. Two large lighthouse lenses in the atrium will be protected with plywood crates by the government and will remain in place. 7. The height from the atrium floor to the bottom of the steel beam is 39’-4”. The height from the atrium floor to the top of the ceiling surface is 55’-4”. 8. Provide 12” diameter, 7’ long sheet metal exhaust ventilation duct. Exhaust duct shall connect to existing exhaust fan plenum located in the upper atrium wall and extend vertically upward. Provide plenum adapter flange, bird screen on duct open inlet and support brace to attach to adjacent existing atrium structural angled brace. Paint exhaust duct to match atrium structural steel. 9. Davis Bacon wage rates will apply to this project. They are $11.84 per hour for painter, $13.08 for drywall hanger, and $13.70 per hour for drywall finisher. (These rates include fringe benefits.) Reference VA20030084, dated 8/5/05, York County. 10. The atrium is not air conditioned, and the ceiling area will be very warm. If ventilation is needed to pull the heat out, the metal panels below the windows may be removed and replaced. Access is from a ladder in the stairwell to the roof. 11. The 8 can light fixtures around the perimeter of the atrium are not in use. Remove them and cap the wiring. Provide and paint blank cover plates. Replace the existing smoke detector located in the steel beam at the uppermost point of the ceiling. 12. As a result of these changes, the bid opening date will be Mar 16, 2006. The project completion date will be June 16, 2006. OPTION ITEM 1: Prep and paint steel beams. The building was built in 1982, however the existing steel beams contain red primer. Paint samples contain 35.521% lead. The contractor shall remove the flaking paint by hand scraping or chemical peel, not sanding. The entire surface does not need lead paint removal, only as required for new paint to adhere. Prevent paint chips from falling into the building with sheeting. The lead paint abatement must be done outside regular time. (Mon-Fri 7-4:30) Government will provide required containers for containing paint chips removed and other lead contaminated materials generated (tyveks, gloves, protective equipment, etc.). Upon completion of paint removal, contractor shall turn containers containing paint chips and other lead contaminated materials over to government. Materials shall be transported by contractor on-base to Bldg 160. Government will accept material at this time and arrange for proper disposal. The contractor must comply with OSHA regulation 1910.1025 regarding protection during lead paint removal. Provide air monitoring by a qualified personnel. Submit a lead paint abatement plan before beginning work.
