Description
A sole source procurement is contemplated with Creare, Inc; 16 Great Hollow Road, PO Box 71; Hanover, NH 03755 to provide the following: (a) Technical input on the following documentation: Overarching COLPROL model specification and model parameter s ; IPE Airflow Mapping Modeling Specification; and Model Validation Plan; (b) Delivery of Model Documentation: Basis of Design Document, and Baseline Software Design Configuration Document; (c) Technical input into defining, classifying, and selecting th e protective suits and masks of interest; (d) Define airflow mapping architecture based on the input from the working group and IPT. Include this architecture in the Modeling Specification, Basis of Design Document, and Baseline Software Design Configurat ion Document; (e) Lay the groundwork for modeling by performing scoping analysis of physical mechanisms on the classified suits and masks; (f) Perform CFD modeling of the selected suits and masks based on the scoping analysis; (g) Develop an airflow model for insertion into the future Overarching Model; (h) Establish example sub-region model for prototype method development. Define sub-regions, connections between sub-regions, and transport of agent between sub-regions. Use these sub-regions to develop in dividual models for each sub-region. Begin the process of modeling skin adsorption; (i) Design test apparatus for later verifying CFD modeling through testing; (j) Preparation of presentations for and/or attendance review meetings; (k) Technical input int o the development of peer review papers to cover modeling software; (l) Weekly teleconferences; (m) Quarterly reports and a final comprehensive data report. The tentative period of performance for the requirement is from April 15, 2006 to April 14, 2009. Pursuant to 10 U.S.C. 2304 (c)(1), and Federal Acquisition Regulation (FAR) 6.302-1, services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in a substantial duplication of cost to the Government that is not expected to be recovered through competition; and unique supplies or services available from only one or a limited number of sources o r from only one or a limited number of suppliers with unique capabilities. At this time, Creare holds the commercial rights to the software that is going to be implemented to create the model. Both Dugway and Natick will be collaborating on the entire ef fort. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS; however, all responsible sources may submit a proposal which shall be considered by the agency. Supporting evidence must be furnished to demonstrate the ability to comply with the Government's requir ements. If no responses are received, the Government will proceed with sole source negotiations with Creare.
