- Description
- This is a duplication of solicitation 5BSMTR-06-A-0006, if you applied for solicitation 5BSMTR-06-A-0006 then you are already covered (extend until 3/10/2006). If not: Solicitation No. 5BSMTR-06-A-0006, a Request for Proposals issued on February 17, 2006 The U. S. Postal Service hereby solicits fixed price proposals for transportation of mail in containers and loose by ship between the origin and destination country ports listed in Section 1.2b, Segment Service Requirements, of this solicitation. Proposals are solicited to (i) international steamship companies who operate their own vessels and provide service as common carriers (?steamship companies"), or (ii) designated agents of such companies, (iii) non-vessel operating common carriers (NVOCCs), freight forwarders, or other non-vessel operating entities. Offerors must publish service and schedules in a document publicly published in the United States, such as on an Internet site or operate under a tariff. This solicitation anticipates multiple awards. The USPS? Interim Purchasing Guidelines are hereby in effect. Contracts awarded under this solicitation will be for a term of 2 years beginning on May 1, 2006, and ending on April 30, 2008, at 2359 local time. Section 2.1 - Instructions to Offerors ? Commercial Items (September 2005) Provision 4-1 (Tailored) a. Submission of Offers Technical and price proposals will only be collected through the online bidding process. Each offeror must submit the below: 1a, b, and c to receive access to the online bidding. An informational training session will be provided to each qualified supplier on how to use the online bidding environment. 1. Submit the following information to meet early requirements by mail labeled "5BSMTR-06-A-0006? by 12:00pm February 27, 2006 to: USPS, Jack Mitchell, P.O. Box 44374, Washington DC, 20026-4374 (a & b can also be submitted via email, as a scanned attachment, by 12:00pm February 24, 2006) a. Please complete in its entirety and submit the preliminary Ocean Supplier Information form, Attachment 4.2. b. Please complete and submit ?Representations and Certifications,? Attachment 4.3. c. Financial Statements: 1. The offeror must submit a copy of its current financial statements. For the purpose of this requirement, the term ?current financial statements? is defined as that data (including the balance sheet, profit and loss statement, statement of retained earnings, statement of changes in financial condition and income statements) covering each of the offeror?s immediate past 2 fiscal years. This requirement may be satisfied by submitting the offeror?s most recent annual reports, together with an interim report as near the submission date as feasible. 2. The data submitted must be prepared in accordance with generally accepted accounting principles, and include all required notes to the financial statements. An authorized company must certify the financial statements executive as to their veracity and accuracy and must be accompanied by an opinion statement of independent auditors on the fairness of the presentation. At the option of the Postal Service, an offeror may be required to submit additional financial information prior to award.
