- This is a re-issuance of Solicitation Number NNG0575310Q, a combined synopsis/solicitation originally posted April 27, 2005, that was cancelled July 14, 2005 due to budget constraints. NASA/GSFC has a requirement for (1) One - Fine Wire, High-Speed, Deep Access, Wedge/Ribbon Bonder, (2) One - Heated Manual Work Holder, w/ Vacuum Clamping and Universal Top Plant, (3) One - Linear Z Adjustment Feature, (4) One - Fluidic Scope Mount w/ Laser Pointer, (5) Two - Operator's Manuals, and (6) One - Training Session. This procurement is a total set aside for small business, See Note 1. This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, which is issued as a Request for Quotation (RFQ); quotes are being requested and a written solicitation will not be issued. Offerors are required to use the On-Line RFQ system to submit their quote. The On-line RFQ system is linked above or it may be accessed at http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=C&pin= . The information required by FAR Subpart 12.6 is included in the on-line RFQ. All items listed in the requirement must be quoted separately; if items are not quoted separately the quote will not be accepted. Buyer has the right to choose which items will be procured. The chosen end item deliverables are due 8 - 10 weeks after contract award. This procurement will be awarded on a best value criteria, please see attached criteria. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. The provisions and clauses in the RFQ are those in effect through FAC 05-08. The following FAR Clauses are applicable: FAR 52.212-4 (SEP 2005) Contract Terms & Conditions--Commercial Items FAR 52.212-5 (SEP 2005) Contract Terms & Conditions Required To Implement Statutes or Executive Orders - Commercial Items is applicable and the following identitified clauses are incorporated by reference: 52.219-6, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-1, 52.232-34. The NAICS code for this procurement is 333295 and the small business size standard is 500 employees. All qualified responsible small business sources may submit a quote which shall be considered by the agency. Quotes are due by no later than 12:00PM EST, Monday, March 27, 2006. Questions regarding this acquisition must be submitted in writing (e-mail is preferred) no later than 4:30PM EST, Tuesday, March 21, 2006. Prospective quoters shall notify this office of their intent to submit a quotation. It is the quoter's responsibility to monitor this site for the release of amendments (if any). Potential quoters will be responsible for downloading their own copy of this notice, the on-line RFQ and amendments (if any). Telephone questions will NOT be accepted.
