Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotations (RFQ) for an actuator that will be for the SAM Instrument. The SAM instrument is part of the Mars Science Laboratory (MSL). The SAM instrument will cast a wide analytical net to capture chemical indicators of the habitability of Mars. SAM has been designed to find carbon, water, and isotopes in organics on the surface of mars. The Contractor shall manufacture the following units to meet the requirements of the Statement of Work, Doc # SAM-HCV-LEGL-0002 and the HCV Actuator Unit Specification SAM-HCV-SPEC-0005. The specification describes the electrical, mechanical, operating environment, and verification testing requirements for Engineering Test Unit (ETU) Actuator Units for a National Aeronautics and Space Administration (NASA) payload in the SAM instrument. The Actuator shall implement general spacecraft requirements that cover a rotary actuator unique to the high conductive valve module.CONTACT CASSANDRA.K.ATKINSON@NASA.GOV FOR AN ELECTRONIC COPY OF THE STATEMENT OF WORK AND SPECIFICATIONS. All responsible sources may submit an offer which shall be considered by the agency. Delivery to NASA/GODDARD SPACE FLIGHT CENTER is required. Delivery shall be FOB Destination. Offers for the items(s) described above are due by the date listed above to Cassandra K. Atkinson, NASA/Goddad Space Flight Center, Code 210.8/Bldg. 26/Rm. 235, Greenbelt, MD 20771 and must include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Offerors are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://server-mpo.arc.nasa.gov/Services/NEFS/NEFSHome.tml Offerors shall provide the information required by FAR 52.212-1 (JAN 2005), Instructions to Offerors-Commercial, which is incorporated by reference. Addenda to FAR 52.212-1 are as follows: If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the offeror shall so state and shall list the country of origin. FAR 52.212-4 (Oct 2003) Contract Terms and Conditions-Commercial Items is applicable. FAR 52.212-5 (Jan 2005), Contract Terms and Conditions Required to Implememt Statutes or Executive Orders-Commercial Items is applicable. Telephone questions will not be accepted. In accordance with FAR 52.212-2, selection and award will be made to that offeror whose offer will be most advantageous to the Government, with consideration given to the factors of proposed technical merit, price, and past performance. Other critical requirements such as Delivery, Maintenance, etc shall also be considered. It is critical that offerors provide adequate detail to allow evaluation of their offer. (SEE FAR 52.212-1(b)). Offerors must include completed copies of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items with their offer. These representations and certifications will be incorporated by reference in any resultant contract. An ombudsman has been appointed -- See NASA Specific Note "B". Prospective offerors shall notify this office of their intent to submit an offer.
