- NAICS Code: 541380 This synopsis is being provided to publish a requirement for the Office Research and Development (ORD) of the U.S. Environmental Protection Agency (EPA), National Risk Management Laboratory (NRMRL) in Cincinnati, Ohio which is seeking a contractor to analyze 99 chemical samples. The results of this analysis will allow the Agency to verify the effectiveness of its computer simulation tool for evaluating the effect of process modifications on pollution generation within a metal finishing facility. Each sample will be analyzed for the constituents indicated below using the analytical methods listed: (Analysis/Method Numbers) pH/9040C TDS/SM2540C Alkalinity/SM2320 Acidity/SM2310 Hex Chrome/7196A Total Calcium/3010A/6010B Total Chlorides/3010A/6010B Total Sodium/3010A/6010B Total Nickel/3010A/6010B Total Boron/3010A/6010B Dissolved Calcium/3005A/6010B Dissolved Chlorides/3005A/6010B Dissolved Sodium/3005A/6010B Dissolved Nickel/3005A/6010B Dissolved Boron/3005A/6010B THE EPA HAS SET THIS ACQUISITION ASIDE FOR SMALL BUSINESS. The North American Industry Classification Code is 541380 with a small business size standard of $11 million. A written solicitation, RFQ-OH-06-00094, is anticipated to be issued during the week of March 20th. It is anticipated the solicitation will be issued as a request for quotes (RFQ). The solicitation will be published on our office website at http://www.epa.gov./oam/cinn_cmd/ All responsible small business sources may submit a quotation in response to the solicitation which shall be considered by the Agency. This procurement will be pursued using FAR Part 12 Commercial Acquisition methods and procedures. This notice of intent is not a request for competitive quotations. The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. In addition to price, technical approach/qualifications, and past performance will be used to evaluate the offeror's proposal. These factors shall be evaluated on a Best Value basis. Contract type will be firm fixed price.
