- The Naval Surface Warfare Center Panama City (NSWC PC) intends to issue a sole source purchase order to The Bishop Group, Inc., Panama City, FL 32405 for Littoral Combat Ship (LCS) Mine Warfare (MIW) mission module risk management program support. This procurement is sole source for the following reasons. The Bishop Group, Inc. developed a risk approach specifically tailored for the LCS MIW Mission Package (Risk Management Approach for LCS MIW Mission Package). The extensive and unique experience of their personnel in expeditionary and mine warfare and prior LCS risk work provide unique expertise in the development of the needed MIW Mission Package risk program. Use of any other source would involve an expensive and time-consuming learning curve that would not support the program's aggressive schedule. NAICS Code is 541611, FSC Code is R425.
