- The Naval Surface Warfare Center Panama City, FL (NSWC PC) intends to award a sole source purchase order using simplified acquisition procedures to Curtiss Wright Embedded Computer Systems of Huntsville, AL for procurement of the following items: Part Name SVME 181 Boards, 500MHz 7410 CPU,512 MB SDRAM, 48MB Flash, Power PC Board; Manufacturer Part No. SVME-181-000; Quantity 12 each. Part Name VXWorks Driver for the IP4-206,Digital I/O Industry Pack Module; Manufacturer Part No. DSW-206-000-CD; Quantity 1 each. Part Name Front Panel Breakout Cable; Manufacturer Part No.CBL-SBC-FPL-000; Quantity 12 each. This acquisition is unsuitable for full and open competition for the following reasons: Lockheed Martin, the sole AN/WLD-1 developer, used SVME 181 boards from Curtiss Wright to populate the simulation boards of the RMV/DLS Sim Stim. These boards provide the correct voltages and enable internal communication among other related hardware of the RMV/DLS Sim Stim. It is critical that the NSWC PC Sim Stim be configured identically to the Lockheed Martin Sim Stim to ensure consistency of data and test results. For this reason the SVME boards from Curtiss Wright are required so that the RMV/DLS Sim Stim simulation operates and executes the binary images identically to the Lockheed Martin system. Use of any other component would require extensive and costly re-testing to ensure performance compatibility. NAICS 421430. FSC 5963
