- This amendment addresses questions as follows: 1. Q: HOW WILL EXHIBIT DESIGN/FABRICATION BE HANDLED? A: Exhibit design is complete. The National Park Service/Harpers Ferry Center will be responsible for contracting exhibit fabrication, currently scheduled for solicitation in FY07. 2. Q: HOW COMPLETE IS THE SCHEMATIC DESIGN, AND HOW MUCH LATITUDE WILL DESIGNERS HAVE IN COMPLETING THE DESIGN? A: The basic intent is to take the schematic design and develop it into construction documents. The Government is not seeking a new design concept. Suggestions enhancing functionality will be encouraged, but in general these changes should be relatively minor compared to a whole new design. 3. Q: HOW MUCH INFORMATION DO WE NEED TO PROVIDE FOR OUR TEAM - AT WHAT SUBCONTRACTOR/SUBCONSULTANT LEVEL? A: You should provide enough information you deem necessary based on the evaluation criteria cited in the RFQ. 4. Q: HOW DOES THIS PROJECT RELATE TO THE KOHM YAH-MAH-NEE VISITOR FACILITY AND THE SOUTHWEST FACILITY? A: This project is a re-design/re-solicitation of effort previously advertised as the Kohm Yah-Man-Nee Visitor Facility and the Southwest Visitor Facility. These are the same facility that is currently advertised. 5. Q: SINCE THIS PROJECT IS SOLICITED FOR FULL AND OPEN COMPETITION, WILL THERE BE ANY PRICE PREFERENCE FOR SMALL DISADVANTAGED OR HUBZONE FIRMS? A: FAR Clause 52.219-4 - "Notice of Price Evaluation Preference for HUBZone Small Business Concerns (Jul 2005)" will be included in the Phase 2 RFP Package. No other evaluation preference will be cited. The DUE DATE AND TIME for qualifications in response to this Phase One RFQ remains unchanged at 3:45 P.M. (MST) MARCH 20, 2006. All other information remains unchanged.
