Description
The Drug Enforcement Administration (DEA) has a requirement for a facility to provide spaces for hosting the annual International Narcotics Enforcement Management (INEMS) Seminar in accordance with the Statement of Work. The seminar will be held from May 28, 2006 through June 16, 2006, in the Waikiki area of Honolulu, Hawaii. Classroom space has been secured at the Asia-Pacific Center for Security Studies (APCSS), Fort DeRussy, Armed Forces Recreational Center, 2058 Maluhia Road, Honolulu, HI. 96815-1949. The acquisition will be conducted through the Federal Acquisition Regulation (FAR) Part 13 ?Simplified Acquisition Procedures?. A solicitation will not be issued. The reference number for Request for Proposal is DEA-06-TR-0009. The North American Industry Classification System Code (NAICS) is 721110. The Small Business Size is $6.0 million. The proposal representing the best value will be determined by the following criteria, in descending order of importance: (1) Availability, (2) Location, (3), Price. HOTEL REQUREMENTS FOR MAY 28 ? JUNE 16, 2006: (1) The contractor shall provide twelve (12) government funded guest room suites at the Government rate, or below for the entire length (20 nights) of the conference from May 28 to June 16, 2006. The contract will be 240 nights. (2) The contractor shall provide a plated graduation dinner for approximately 40 people, scheduled for Friday, June 16, 2006, from 6:00pm to 9:00pm, as detailed below. (3) Additional rooms will be required for the remaining eight self funded participants for the entire length (20 nights) of the conference. All participants will be arriving on the morning of Monday, May 29, 2006, subsequent an overnight flight. As a result, DEA will purchase early check?in on Sunday, May 28 to accommodate our early arrivals. Departure will be Saturday, June 17, 2006 at the normal check out time. In addition, three (3) DEA (self paying) coordinators/staff will arrive on May 25, 2006, in order to prepare for the participants and coordinate with APCSS. Their departure date will also be Saturday, June 17, 2006. All non-government funded participants and instructors will have official Government travel orders and pay with their own credit cards. It is estimated that approximately 460 room nights will be utilized through the three week conference for participants and DEA coordinators/staff. However, this contract concerns only the 12 government funded participants for the 20 day period or 240 room nights from May 28 to June 16, 2006 and the graduation dinner for 40 attendees on June 16, 2006. In addition, visiting instructors and guest speakers will be providing lectures throughout the three-week seminar and will also require guest rooms. Reservations will be made by each individual, and paid by each individual, immediately following the award of the contract. (4) The hotel shall provide a graduation banquet dinner for approximately 40 people on Friday, June 16, 2006, from 6:00pm to 9:00pm. The banquet shall be a plated meal with 3 selections of entrees offered. DEA will determine and supply the hotel catering department with the number of each selected entree one week prior to the dinner. (5) The participant?s sleeping rooms must be executive rooms suitable for extended stay occupancy, complete with a double/king sized bed, desk, internet access, television, coffee maker, refrigerator, a microwave, a sitting area and bathroom. (6) In room internet must be available for all INEMS seminar participants. Please include the price per room for broadband access by either cable or wireless in the proposal, if the internet is not complimentary. (7) The vendor shall provide cost estimates for only the twelve (12) Government funded participants that will be lodged; and the cost of the dinner described above for 40 persons. However, the vendor will only be paid for the actual number of attendee room nights used. Every effort will be made to provide the vendor with an accurate attendance number (for lodging and banquet) as far in advance as possible. Location/Transportation: (1) The hotel must be located within 0.8 miles distance from the Asia-Pacific Center for Security Studies (APCSS), Fort DeRussy, Armed Forces Recreational Center, 2058 Maluhia Road, Honolulu, HI. 96815-1949. (2) The hotel must be within walking distance to restaurants, physical fitness centers, drug stores, entertainment areas and shopping, or complimentary shuttle service must be provided to these amenities as requested by the attendees. A courtesy shuttle to and from the airport to the hotel is requested. Please include the price of the shuttle in the proposal, if the shuttle is not complimentary. Other: (1) Laundry facilities or dry cleaning services must be available. (2) A podium will be required for speeches as well as a movie screen for the display of a slide show of conference photos. (3) Proposals must include a layout of the hotel facilities and the proposed guest floor(s). (4) There must be no remodeling, construction, or painting in process at the hotel or in the parking facilities during the proposed dates of occupancy which would cause a disturbance to the conference or the attendees. (5) From May 25 through June 17, 2006, there will be a need for dedicated parking spots for a minimum of three vehicles (including two 15 seat transportation vans). Please include the price per vehicle for self parking at the hotel in the proposal, if parking is not complimentary. (6) A complete listing of the previous day?s charges shall be provided to the seminar coordinator each day. All proposals shall include an itemized list of all service charges, rental charges, and/or use costs. The proposal must reflect the total amount that will be billed. (7) The proposal shall include a list of all contact persons at the hotel, e.g., General Manager, Sales Manager, Catering Coordinator, etc., and their phone numbers. (8) After the contract is awarded, questions regarding logistics or billing must be directed to the DEA seminar coordinator only. If DEA personnel have questions regarding rooms or billing, or any problems or situations arise, the hotel seminar manager will be notified by DEA seminar coordinator and corrections shall be made as soon as possible. Pursuant to 26 U. S. C., the Secretary of the Treasury has exempted the United States Government from state and local taxation. As an agency of the Federal Government, the Drug Enforcement Administration is exempt from state and local taxes, including hotel taxes when direct payments (electronic funds transfer) are made to the vendor by the Government (Unless otherwise prohibited). All quotes must be received no later than 3:00 p.m. (eastern time) on March 16, 2006 to the Department of Justice, Drug Enforcement Administration, Office of Acquisition Management, 2401 Jefferson Davis Highway, Alexandria, VA 22301, Attn: Ghazala Shabnam, Contract Specialist. All communications concerning this announcement must be in writing and received by 3:00 p.m. eastern time, no later than 7 calendar days after the publication date of the notice. (Collect calls will not be accepted). No solicitation is available. Closing date is March 16, 2005.
