Description
It is the intent of the National Institutes of Health to procure professional services from Debra Norris-Rich on a sole source basis. 1. The contractor shall develop and maintain a list(s) of appropriate target audiences for the Office of Communications and Public Liaison (OCPL) publications, writing marketing materials (letters, summaries), and marketing the publications. 2. The contractor shall develop PowerPoint presentations of Findings profile subjects. 3. The contractor shall copyedit and proofread OCPL publications. 4. The contractor shall be assigned related duties. 5. The contractor shall meet all deadlines specified by the Project Officer or negotiated between the Project Officer and the contractor. 6. The contractor shall submit all materials in the format specified by the Project Officer (e.g., MS Word attachment, hard copy, etc.), and all materials must be reviewed and approved by the Project Officer. 7. The contractor shall be responsible for providing equipment and other resources needed in support of contract-related activities to include, but shall not be limited to the following: a. Telephone with answering machine or voice mail, fax, printer. b. Web browser software and computer connection to the Internet that would enable access to NIGMS and NIH online resources. c. Ability to view images (e.g., Adobe Acrobat, Photoshop, and/or MS PhotoEditor). d. Office supplies. e. Computer support. f. Travel expenses and arrangements, if necessary, travel expenses may be billed to the NIGMS contract. g. Mailing costs, including Federal Express or other overnight delivery expenses, and if necessary, these expenses may be billed to the NIGMS contract. 8. The contractor shall provide activity reports to the Project Officer monthly, beginning one (1) month after the contract begins. Reports shall include, but shall not be limited to the following: a. A list of projects that were completed or in progress during the preceding month. b. Hours worked and other costs such as, travel, long-distance telephone charges, etc. 9. The contractor shall submit invoices monthly. 10. The contractor shall perform duties primarily at his/her office, and the contractor shall attend meetings throughout the United States as needed. 11. The contractor shall have extensive knowledge of the English language, including grammar and spelling. 12. The contractor shall have experience in marketing science publications for a lay audience. 13. The contractor shall have knowledge of OCPL styles and previous experience working for the NIGMS. 14. The contractor shall be proficient in using Microscoft Office and the World Wide Web. 15. The contractor shall respond to messages by phone or e-mail at his/her convenience prior to 4:00 pm of the next working day. 16. The government will provide the following resources when the contractor is working on-site in the OCPL: a. Desk, chair, telephone with voice mail, fax, printer, Xerox machine. b. Computer workstation with standard NIGMS software (e.g., MS Office, etc.) and special software as required (e.g.. Adobe Photoshop, iView MediaPro, etc.). c. Access to NIGMS and NIH online resources. d. Office supplies. e. Computer support. 17. The performance period shall be one year, beginning from date of the award. It is the Government?s belief that the above requirements can only be met by Debra Norris-Rich. This is not a formal solicitation, however business concerns that respond to this notice must furnish concise responses directed specifically to the requirements mentioned above. Business concerns demonstrating the capability to accomplish the requirements shall supply pertinent information in the form of curriculum vitae in sufficient detail to demonstrate their ability to perform. Information furnished shall include enough material to perform a proper evaluation of each item listed above. Respondents will not be notified of the evaluation results.
