Description

The U.S. Department of Commerce, NOAA intends to award a contract to Perkin Elmer LAS, Inc., 710 Bridgeport Avenue, Shelton, Connecticut 06484-4794 under the authority FAR 6.302-1 through solicitation EA133C-06-RQ-0292. Only one responsible source is available to satisfy the agency requirement for a 12 month service agreement for a Perkin Elmer 5100 PC AA Instrument and accessories. Perkin Elmer is the only party that can provide support for the 5100 PC AA due to the proprietary nature of the equipment. Perkin Elmer owns the patents on most of the technology associated with the instrument. In addition Perkin Elmer is the only vendor for the replacement parts for the 5100 PC AA. Perkin Elmer is the manufacturer of the proprietary equipment and is thus able to supply original equipment parts and factory trained personnel. This notice is not a request for competitive proposals. All information received by 4:00 p.m., EST, 03/14/06 will be considered by the government. A determination by the Government not to compete this proposed acquisition based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Responses to this notice, if any, must show clear and convincing evidence that competition would be advantageous to the government.
