- The U.S. Department of Commerce’s CDLP unit is currently implementing a program that aims to improve the legal, regulatory, and commercial environment for doing business in Angola through assisting the Government of the Republic of Angola (GRA) with the modernization of the Angolan judicial system. This effort will support overall economic and political reforms in Angola. CLDP proposes to continue to provide training and technical assistance to the judicial sector focusing on case management, supporting the establishment of effective time standards for judicial proceedings, technological modernization and exploration of alternative dispute resolution methods. The duration of the contract is from January 31, 2006 through December 31, 2006, with one six-month option period. The government reserves the right to exercise the option. Award will be a Fixed Price contract and the procurement method shall be a competitive negotiated Request for Quote (RFQ). Source Selection Procedures, as identified in FAR PART 12 Acquisition of Commercial Items, shall be utilized in the selection of the offer that is most advantageous to the to the Government based on the factors contained in the solicitation. The solicitation notice and all amendments will be posted and available for viewing and downloading on the Government Electronic Posting System (FedBizOpps) site www.fedbizopps.gov or www.eps.gov. All responsible sources may submit a response which if timely received, must be considered by the Agency. No paper copies of solicitations or amendments will be issued.
