- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. No other communications equipment is compatible for use with NASA's systems and requirements. This equipment being procured will be used for Launch Vehicle and Spacecraft Telemetry Data transport. Launch Vehicle and Spacecraft Telemetry Data transport is a very specialized communications application. This type of telemetry data does not conform to common telecommunications standards, and therefore, there are a very limited number of vendors who offer equipment for this application. The particular requirement, for which this equipment is being procured, is even more specialized. It will be used to transport two types of telemetry: 1. High speed variable rate synchronous telemetry without external clocking. 2. High speed analog telemetry NASA KSC has performed extensive research into possible vendor sources for this application, and has determined that Video Products Group Inc., Camarillo CA is the only vendor that offers equipment which meets these requirements. Therefore this procurement must be sole-sourced to Video Products Group Inc. The acquisition of any other communications equipment would entail unacceptable technical risk to KSC missions. The provisions and clauses in the RFQ are those in effect through FAC 2005-07 This procurement is a total small business set-aside. See Note 1. The NAICS Code and the small business size standard for this procurement are 334220, 750 employees respectively. The offeror shall state in their offer their size status for this procurement. All responsible sources may submit an offer which shall be considered by the agency. Delivery to KSC, FL 32899 is required within 30 days ARO. Delivery shall be FOB Destination.
