Description
Subcontract Requirement. This is a Request for Subcontract Support to SAIC for International and Domestic Circuit Services. CONTRACTING OFFICE ADDRESS: SAIC UNITeS 5021 Bradford Drive NASA/MSFC Huntsville, AL 35805 SAIC plans to issue a Request for Proposal (RFP) for the following Commercial item/services: GENERAL INFORMATION: 1. This is a Request for Information (RFI) and NOT a solicitation. Please note that a solicitation for this effort does not exist and should not be requested. Those who respond to this RFI will receive a Request for Proposal (RFP) on this effort. 2. SAIC intends to award a subcontract for International and Domestic Circuits/Services support. This subcontract will require uninterrupted telecommunications infrastructure and maintenance to support the requirement. Accordingly, only those companies with the ability to continue these services without interruption and specific past performance will be considered for subcontract award. 3. Subcontractors interested in being considered for award of a subcontract for International and Domestic Circuits/Services support are required to submit technical capabilities and relevant past performance data in accordance with the instructions in this RFI. BACKGROUND: 4. SAIC has been tasked with providing a telecommunications network to support US and Russian locations to aide the performance of cooperative space related projects. The network has been designed to support both Mission Critical and Administrative services. In addition to the International services support, SAIC has been tasked with providing ?In Region? services. The current ?In Region? circuits and services are provided as Dedicated Private Line-Digital or Dedicated Private Line ? Analog and virtual connections. The infrastructure in Russia consists of basic telecommunications and end-user IT services that are capable of delivering video, voice, data and mission operations support, and that are designed in order to be expanded, changed and/or upgraded as the requirements dictate. Wide Area Network (WAN) and Local Area Network (LAN) connectivity, equipment and operational support is provided at designated locations within Russia. These services are required to be interoperable with domestic services. REQUEST FOR SPECIFIC INFORMATION: 5. SAIC will review the technical capabilities and relevant past performance submitted by companies for potential award as related to the following specific requirements (please ensure that your response to this RFI addresses these aspects): a. Standards: Has previous work been performed in accordance with the below or similar government standards: Military Standards (MIL-STD-143/189/454G/1777/1778) Industry Standards (EIA RS-232; CCITT V.35; EIA RS-449/422 NEMA/OSHA; Bell Publications 41451, 62411) Federal Standards (National Institute of Science and Technology (NIST) Federal Information Processing (FIPS) Standard 146 ?Instructions on Building and Facilities Design for a Computer Center Russian Std. # CH512-78?) b. Circuits: Russia Does the company currently have a presence in Russia or has the company previously had such presence? Has previous work experience been gained in the following areas (note: circuits listed are not all inclusive of those required under the subcontract): Mission Critical Circuits o A fiber circuit from the US to Moscow [Korolev], Russia o A Micro Wave circuit from Korolev to Moscow Russia Administrative Circuits o A fiber circuit from the US to Moscow, Russia o A diverse list of tail circuits within the Moscow, Russia region c. Circuits: Domestic A variety of types of circuits within the domestic US d. Service Availability, Maintainability and Latency: Service Availability MTTR Latency (Round Trip) Other Mission Critical Voice 99.98% < 5 Minutes < 300 ms < 1% Harmonic distortion < -40dBm0 noise level Capability to immediately switch to alternate path. Mission Critical Data 99.98% < 1 Minute < 300 ms Capability to immediately switch to alternate data path. <.001% Packet Loss Mission Non-Critical Voice 99.95% < 2 Hours < 300 ms < 1% Harmonic distortion < -40dBm0 noise level Mission Non-Critical Data 99.95% < 2 Hours < 300 ms <.001% packet loss Admin Voice / Video / Data 99.95% < 4 Hours < 300 ms < 1% packet loss SUBMISSION OF INFORMATION: 6. Companies must limit technical capability submissions to five (5) pages, front only, font size 12. Capabilities provided should give SAIC a clear understanding of the subcontractor?s ability to provide sufficient services for the customer. Please ensure that your response addresses each aspect of paragraph 5 above. 7. All information is due in this office by 5:00 P.M., Central Time, March 27, 2006. This Request for Information is not to be construed as a commitment by SAIC, nor will SAIC pay for the information submitted in response. The anticipated release date of RFP, to those who respond to this RFI is on or about April 1, 2006 with an anticipated due date of on or about April 30, 2006. All responsible sources may submit a response as specified in the RFI which shall be considered by SAIC. The solicitation and any documents related to this procurement will be available over the Internet. Prospective offerors shall notify this office of their intent to submit a response. It is the offeror's responsibility to respond to this RFI and to request a copy of the RFP.
