Description
NAICS Code: 541511 This is an Updated Notice for EPA'S RFQ for Quality Management System Enterprise Software that corrects the website link found at the bottom of the RFQ: The Environmental Protection Agency National Vehicle and Fuels Emissions Laboratory (NVFEL) in Ann Arbor Michigan is the operating standard in the United States for measuring the gaseous emission generated by both gasoline and diesel fueled vehicles and engines. The Laboratory Operations Division (LOD) is currently implementing a quality management system (QMS) based on the principles and requirements contained in ISO 17025. ISO 17025 is a quality management standard equivalent to ISO 9000:2000, but with specific laboratory focus. Because a QMS shoud be an integral part of the daily business processes, NVFEL is seeking a software tool that shall allow for increased efficiency and improved communication channels. The software tool shall contain modules (or databases) based on an ISO quality system, have email capability, and be utilized to assist workflow and follow-up. Workflow is defined both within and between modules. The software package shall contain (at a minimum) the following key modules: document control, change control/notification, training, and corrective/preventive action. Software packages shall be commerical off-the-shelf (COTS) with the ability to modify the software with the addition/deletion of modules. Software packages which also contain modules that allows for audits, planning, risk assessment, deviations/non-conformances, customer concerns(complaints) and calibration tracking will receive preference by the EPA. The option to incorporate modules based on ISO 14000 Environmental System requirements and or OHSAS-1800 Safety and Health Management requirements is desirable. The modules contained within the package shall be easily configurable by non-Information Technology personnel and should be supplied with existing industry (or ISO accepted) forms and templates. Delivery of this software package and selected option to NVFEL is expected within approximately 6 months or less. Contractor may be requested to demostrate the functionality of software package. Contractor must have all approved licenses and agreements to modify the software if not owned by contractor. Government will expected "unrestricted data rights " to the software purchased. This text is the pre-solicitation notice for this requirement. The Request for Quote will be made available on the U.S. Environmental Protection Agency's website on/or about March 6, 2006.
