Description
Fleet & Industrial Supply Center Pearl Harbor will be issuing a solicitation on or about 22 March 2006 to contract for ammunition receipt , storage, segregation, issue handling and ordnance management services for Naval Magazine Pearl Harbor and Pearl Harbor Naval Shipyard at separate branches on the island of Oahu. Services include all labor, materials, equipment, and supervision, for the receipt, issuance, segregation, handling, and storage of military ordnance. Compliance with Navy Explosive Safety regulations is mandatory. Annual estimated maximum workload is 33,000 short tons moved to support approximately 150 vessels loaded/offloaded and an estimated 120 small boats loaded/offloaded. Contractor shall maintain staffing sufficient to load/unload approximately 300 lifts for non-milvan ordnance or approximately 60 milvans per day, or a combination of both (simultaneous operations) of 130 lifts for non-milvan ordnance and 28 milvans per day, including dunnaging/securing time. Thirty-day phase in and pre-duty training required. Performance to commence on 01 October 2006 for a period of 5 years. (All offerors will be required to submit proposals for a minimum contract period of performance of one year and 4 option periods of one year each. Pre-proposal/Site Visit will be scheduled after solicitation is issued. This is a Best Value procurement and the contract resulting from this solicitation shall be awarded to that responsible offeror whose offer conforming to the solicitation is determined the best value to the Government interms of past performance, technical acceptability and price. A Security Clearance of Secret will be required of the successful offeror. This requirement is currently not considered a Commercial Service, and the solicitation is not going to be mailed. When issued, the solicitation will be posted at the Navy E-Commerce website (www.neco.navy.mil)for evaluation factors and submittal instructions. Subsequent amendments to the solicitation, if any, will only be promulgated via the referenced web page. The Government will not mail, fax, or email the solicitation or any amendment thereto. Because this will be a web based solicitation, a Bidders Mailing list will be maintained. OFFERORS ARE RESPONSIBLE FOR CHECKING THE REFERENCED WEB PAGE EARLY AND PERIODICALLY FOR ANY SOLICITATION AMENDMENTS. The Government web site is occasionally inaccessible due to maintenance.
