- This solicitation is set-aside for HubZone contractors. The Engineering Field Activity Southeast (EFASE) requires all labor, management, supervision, tools, material, and equipment required to perform Guard Operations at Naval Air Station Jacksonville, located in Jacksonville Florida, Cecil Commerce Center, Jacksonville, Florida, and Fleet Industrial Supply Center (FISC) and Heckscher Drive, Jacksonville, Florida. The work includes providing both armed and unarmed guards, roving patrols, entry control point services, perimeter patrol, dispatching services, alarm and detection systems monitoring, and video surveillance equipment monitoring. The work identified is a follow-on contract. The contract will be issued as a combination Firm-Fixed Price/Indefinite Quantity type contract. The Period of Performance is for a one-year base period with four one-year option periods; however, base period may be less than one year. This is a negotiated source selection procurement that consists of the submission of technical and price proposals. The source selection process to be used is Best Value Trade-Off Approach. Award will be made to the offeror whose total price and technical proposal offers the best value to the government. The North American Industry Classification System (NAICS) Code is 561612 with a size standard of $10,500,000. This will be an electronic solicitation, which can be downloaded from ESOL at http://www.esol.navfac.navy.mil. The solicitation should be available at this site on or about April 3, 2006. Proposal due date should be on or about May 23, 2006. Contractors are encouraged to register for the solicitation when downloading from the NAVFAC E-Sol website. Only registered contractors will be notified by e-mail when amendments to the solicitation are issued. THE CONTRACTOR IS REQUIRED TO REGISTER WITH DEPARTMENT OF DEFENSE CENTRAL CONTRACTOR REGISTRATION (CCR).
