Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and Section 4202 of the Clinger-Cohen Act of 1996. Additionally, the acquisition is being procured in accordance with 10 U.S.C. 2304(c)(1) and FAR 6.302-1; only one responsible source and no other supplies or services will satisfy agency requirements. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be released. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-08, dated 5 January 2006. The applicable North American Industry Classification System (NAICS) applicable to this effort is 33 4220. The size standard is 1000. This acquisition has been designated as unrestricted. The objective of this acquisition is to acquire Universal Radio Interface Units to support military operations of forward deployed units on a recurring basis. A new Indefinite Delivery Indefinite Quantity (IDIQ) sole source contract will be awarded to Rick Aviation, Newport News, Virginia. Rick Aviation is the only source capable of meeting the Government's requirements due to the fact that the Rick Aviation interfac e unit has already been integrated with the fielded non-standard SATCOM pallet/Command and Control (C2) console systems, meets the performance and ruggedized environment requirements, and alleviates all technical risk toward meeting further fielded system integration success and schedule, this product is the recommended solution to provide the required communication interface link for the SATCOM/C2 requirements. The estimated value/ceiling price of the IDIQ contract is $250,000.00 for three (3) years. The minimum order will be $4,290.00, which will be obligated on the first task order concurrent with award of the master contract. No options are included in this acquisition. The provision at FAR 52.212-1, Instructions to Offerors Commercial Items (JAN 200 6), applies to this acquisition without addenda. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications Commercial Items (MAR 2005) Alternate I and DFARS 252.212-7000 Offeror Representations an d Certifications - Commercial Items (SEP 2005), with its offer. The following FAR clauses are applicable to this acquisition: 52.212-4, Contract Terms and Conditions Commercial Items, applies to this acquisition without addenda; 52.212-5, Contract Terms and Conditions Required to implement Statutes or Executive Orders Commercial Items (FEB 2006). 52.222-19, Child Labor-Cooperation with Authorities and Remedies; 52.222-35, Equal Opportunity for Special Disabled Veterans and Veterans of the Era and Other E ligible Veterans; 52.222-36, Affirmative Action for Workers with Disabilities; 52.222-37, Employment Reports on Disabled Veterans and Veterans Era, 52.225-13, Restrictions on Certain Foreign Purchases, 52.232-33, payment by Electronic Funds Transfer-Centra l Contractor Registration. The clause at DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisition Commercial Items, applies to this acquisition. The following clauses cited wit hin 252.212-7001 apply; 252.225-7001, Buy American Act and Balance of Payment Program (APR 2003), 252.247-7023, Transportation of Supplies by Sea (MAY 2002) and 252-247-7024, Notification of Transportation of Supplies by Sea (March 2000). As previously no ted above, Rick Aviation is the intended source. Proposals are due on 13 March 2006 at 1:00 p.m. local time. Rick Aviation is the only known source, however, interested persons may identify their interest and capability to respond to the requirement and submit a proposal. All responsible sources may submit an offer and will be considered. Alpha contracting methods with Rick Aviation will be utilized. A solic itation document will not be available.
