- The 460th Contracting Squadron, Buckley AFB, CO announces the solicitation for Interior/Exterior Painting services at Buckley AFB and the Buckley Annex. Required services are non-commercial; therefore, FAR Part 15, Contracting by Negotiation, shall apply to this acquisition. The Government is soliciting for the award of a Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract to provide all labor, means, operations, materials, equipment, special permits, licenses, supervision and all other incidentals necessary for performing all operations required for preparation and painting of interior and exterior surfaces on various buildings at the locations stated above . This acquisition is restricted to Small Business Administration (SBA) certified HubZone small businesses. A typical Task Order (TO) will be performed on non-housing type buildings, such as dormitories, administrative facilities, and industrial buildings in strict accordance with specifications, applicable drawings, Statements of Work, and contract terms and conditions. The work to be performed shall consist of, but is not limited to the following principle features: preparation work to include any removal of existing interior and exterior wall covering, wall covering installation, preparation and painting of interior and exterior surfaces. The period of performance shall consist of one (1) base year, with the possibility of two (2) individual option years, not to exceed three (3) total years of performance. The Government anticipates one contract award with a contract guaranteed minimum of $25,000. The contract magnitude of the acquisition is between $500,000 and $1,000,000. The NAICS for this acquisition is 238320, with a size standard of $13M. The government anticipates the issuance of the Request For Proposal (RFP) in March 2006. The target award period is May 2006. Contract award will be based on lowest-price technically acceptable (LPTA) procedures. Interested parties should register online and subscribe to receiving procurement announcements related to this solicitation by entering the website at www.fedbizopps.gov. Potential offerors are responsible for monitoring this site for the release of the solicitation package. To be eligible for contract award, offerors must be a certified HubZone small business registered in the DoD Central Contractor Registration (CCR). Contractor must also submit their representations and certifications at the online Representations and Certifications Applications (ORCA) website at http://orca.bpn.gov.
