Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. This is a request for quotation (RFQ). Reference quote number SP310006T0229. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-07 and DFARs Change Notice (DCN) 20060223. The size standard is 500 employees. NAICS is 423850. This acquisition is a 100% small business set aside. Simplified Acquisition Procedures will be followed. This acquisition shall include material and labor to upgrade 35 existing Survivair Panther Self Contained Breathing Apparatus (SCBA) units to meet the most current Chemical, Biological, Radiological and Nuclear (CBRN) specifications. Only Survivair certified technicians are qualified to perform the upgrades. The equipment was originally purchased in 2000. The required upgrades include the following for each unit: 1 ea. 962232 neck strap kit, black, 1 ea. 969231 CBRN face piece upgrade kit, twenty/twenty plus, medium, 1 ea. 969212 CBRN backpack upgrade kit, 1 ea. 969209 CBRN First Stage Regulator Upgrade Kit (4500 psig), 1 ea. 969209 CBRN 2nd Stage & HUD Upgrade Kit (4500 psig), and 1 ea. 242130 CBRN Small Talk Plus Face piece Modification Kit. It is the Government?s preference that the upgrades be performed on site at the customer?s facility in Tracy, CA. If this cannot be done, the Government could spare up to five units at a time to be returned to the vendor?s facility, but they must be upgraded and returned to the Government within two weeks. If you are quoting based on the equipment being sent to vendor?s facility, include shipping costs in your quote and the amount of time necessary to do the upgrades. The customer?s facility is located at Defense Distribution Center, San Joaquin, Tracy, CA 95376-5000. The following clauses and provisions apply: Instructions to Offerors-Commercial; Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items (to include: 52.219-6, Total Small Business Set Aside; 52.222-3, Convict Labor; 52.222-26, Equal Opportunity; 52.222-35, Equal Opportunity for Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans; 52.222-36, Affirmative Action for Workers with Disabilities; 52.222-37, Employment Reports on Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans); clause 52.232-33 Mandatory information for electronic funds transfer payment; clause 52.232-36 Payment by Third Party. Offerors must include a completed copy of the provision 52.212-3, Offeror Representations and Certifications Commercial Items with the offer. If the offeror does not have a copy of this provision, a copy can be downloaded from this website: http://farsite.hill.af.mil. The following DFARs clauses apply to this acquisition: Clause 252.212-7000, Offeror Representations and Certifications--Commercial Items; clause 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisition of Commercial Items to include: ( 252.225-7001 Buy American Act and Balance of Payment Program; clause 252.225-7036, North American Free Trade Agreement Implement Act). Award will be made in accordance with the lowest price offer. This will be the only notice of award. Quotes are due to the Defense Distribution Center, Acquisition Operations, DDC-A, 2001 Mission Drive, Building 81, New Cumberland PA 17070 by COB 16 Mar 2006- 4:00 PM. The Government Credit Card is the preferred method of payment.
