Description

NEW CONSTRUCTION PROJECT GSA Design Excellence & Construction Excellence Opportunity Expression of Interest Continuing a legacy of outstanding public architecture, the General Services Administration (GSA) Design Excellence and Construction Excellence Programs seek to commission our nation’s most talented designers, architects, engineers and constructors to design and build federal buildings of high quality and outstanding value. These projects are to demonstrate the value of true integrated design that balances function, aesthetics, constructability, and reliability; create environmentally responsible and superior workplaces for civilian federal employees; and give contemporary form and meaning to our democratic values. In this context, GSA announces an opportunity for Design Excellence and Construction Excellence in public architecture for performance of architectural/engineering design and construction in accordance with GSA quality standards and requirements. This is a Design-Build type procurement for new Lease Construction. The GSA is seeking Offerors (development teams consisting of lead designer/architect, construction contractor and developer) to design, build, operate and maintain an office building under a long-term lease arrangement. Location: The Government’s intent is to transfer an assignable option to purchase a pre-selected Site to the successful Offeror as part of a lease agreement; the pre-determined site is within the City Limits of Indianapolis, Indiana. Square Footage Requirement: The successful Offeror will design, construct and then lease a building consisting of a maximum of 110,531 net rentable square feet equating to 96,114 BOMA usable square feet of office and related space. The main facility will require a floor template of approximately 40,000 square feet. Parking requirements include 122 on-site secured/enclosed indoor spaces and 20 secured outdoor spaces. Selection Process: This solicitation will incorporate the principles of the GSA’s Design Excellence Program. This program stresses design function, efficiency, creativity, quality and value. The two-stage selection process will require Stage One submittals limited to qualifications-based information on the firms and their key representatives. Shortlisted firms will submit concept design and pricing data in Stage Two. Lease Term: Term of the lease will be for a fifteen (15) years firm.
