Description
The Missile Defense Agency (MDA) is seeking potential sources for services in support of SETA staff augmentation for the Office of Small Business Programs (OSBP), formerly known as the Office of Small and Disadvantaged Business Utilization (SADBU); the MDA Mentor-Prot?g?' and Historically Black College and Universities/Minority Institutions (HBCU/MI) Programs; and the MDA Small Business Outreach Program by providing 3-4 man years of effort. The contractor will be required to perform tasks within the broad framework of the Statement of Work, while working in close coordination and cooperation with the MDA government staff and other support contractors. The scope of the work effort shall include: (1) Planning and conducting an MDA\OSBP Outreach Program to identify and provide information to small businesses that have the capabilities needed to support the management, development and fielding of the Ballistic Missile Defense System. This includes the development and production of outreach materials and the planning and conduct of outreach efforts at various conferences and information forums around the country; (2) Planning and executing of the annual MDA Small Business Day, a conference for over 300 persons in the Washington, D.C. metro area; (3) Maintaining data on MDA?s performance on various small business programs and preparing various required MDA and DoD reports related to that performance; (4) Providing administrative support to the MDA Mentor-Prot?g? and HBCU/MI Programs; (5) Developing and maintaining a web based, keyword searchable database of small businesses, which allows small businesses to enter their capabilities and allows MDA\OSBP and Program Offices access to key word searches on those capabilities; and (6) Providing a liaison to the MDA Contracting Deputate (MDA/CT) in order to identify upcoming MDA contracting requirements, stay abreast of developing MDA contracting policy and provide general knowledge exchange of small business capabilities with MDA/CT personnel. Work location will be National Capitol Region and in addition, may include Huntsville, Alabama and other sites within the Continental United States. MDA intends to utilize GSA ordering procedures to acquire the services described in this notice. The anticipated North American Industrial Classification System (NAICS) code for this acquisition is 541611; small business size standard is $6 Million. All small business respondents shall confirm that their size status is small according to their applicable GSA FSS schedule. Teaming arrangements and joint ventures will also be considered for these procurements as long as the prime contract is awarded to an applicable small business and that small businesses provide fifty percent or more of the support. Only interested small business GSA schedule holders judged best qualified to compete for the work will be sent a Request for Quotations (RFQ) package on or about 27 March 2006, with offers due approximately two (2) weeks later. The resultant order will consist of hybrid Firm-Fixed Price contract line item (CLIN) for labor, a Time and Materials CLIN for quick reaction special studies surge requirements and a Cost contract line item for Other Direct Costs, i.e., travel. The term of the order with options is anticipated to be five (5) years (a one-year base period with four one-year options). Additionally, up to five(5) Award Term years may be earned for a total of ten (10) years period of performance. The draft Statement of Work (SOW) for the MDA\OSBP SETA Support under Reference: HQ0006-06-0100, will be posted to the MDA Business Acquisition Reporting Bulletin Board (BARBB), Notices to MDA Contractors, Basic Support Services Program (BSSP), Current Procurement Opportunities:** http://www.acq.osd.mil/mda/barbb/cssss.html The estimated Man Year Equivalents (MYE) for this requirement is approximately 3,5. All positions will be on-site. Of the estimated 3.5 MYE, all will require a SECRET clearance. Interested Small Business firms are invited to submit to the contracting office as early as possible, but not later than 13 March 2006, a three (3)-page Capability Statement summarizing corporate strengths in relation to the following criteria: (1) Evidence of the ability to provide services (in whole or in part) similar in scope and complexity to the above requirements; (2) Past performance information demonstrating relevant past experience in any of the functional task areas referenced above within the past five years; (3) Identification of contracts with total dollar values over $1 Million within the past five years, by description of relevant services performed, dollar value, contract number, point of contact with telephone number, and if they were prime or subcontractors on the referenced contracts; (4) Gross annual receipts for the past three years; and (5) Identification of small business category and/or Socio-economic group. If planning to team or subcontract, identify the firm(s), its size status and corresponding GSA schedule. Segregate this information on the Capability Statement by firm. Also, please specify by name one primary and one alternate Point of Contact within your firm, including their respective telephone numbers and email addresses. All information must be contained within the three-page capability statement limit. Responses must be provided electronically. Acceptable sources must hold a GSA schedule, qualify under the applicable NAICS code, and be able to provide 100% of personnel with SECRET clearance on task order start date (approximately 30 days after award). For those parties not placed on the short list for receipt of the RFQ package (in accordance with Agency procedures at http://www.acq.osd.mil/mda/barbb/downloads/execsum2.doc), please indicate in your Capability Statement whether or not you would like your firm?s name/POC to be supplied as potential sources for subcontracting opportunities to those firm selected for the short list.
