Description
This is a Combined Synopsis/Solicitation for Protestant Chapel Accompanist service prepared in accordance with the information in FAR 12.6, using Simplified Procedures under the test program for commercial items found at FAR 13.5 as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. Paper copies of this solicitation will not be available. This combined synopsis/solicitation shall be posted on both FEDBIZOPS and NECO (http://www.neco.navy.mil). This solicitation documents and incorporates provisions and clauses in effect through FAC 2001-24 and DFARS Change Notice 20040625. It is the contractor?s responsibility to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: www.acqnet.gov/far and http://www.acq.osd.mil/dpap/dfars/index.htm. The NAICS code is 711130 and the Small Business Standard is $6.5M. This is a competitive, unrestricted action. The requirement is for a fixed price contract to provide services as listed in the attached Statement of Work. The Fleet and Industrial Supply Center, Jacksonville Contracting Department, New Orleans Division request responses from qualified sources capable of providing the services listed. The following FAR provisions and clauses are applicable to this procurement: 52.212-1, Instructions to Offers- Commercial Items; 52.212-3 ALT 1, offeror Representations and Certifications-Commercial Items; 52.212-4, Contract Terms and Conditions ? Commercial Items and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items. All clauses shall be incorporated by reference in the order. Additional contract terms and conditions applicable to this procurement are: 252.212-7000, Offeror Representations and Certifications ? Commercial Items and 252.212.7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicabl e to Defense Acquisitions of Commercial Items. Oral communications are not acceptable in response to this notice. A determination by the Government to not compete this proposed effort on a full an open competitive basis, based upon responses to this notice is solely within the discretion of the Government. All responsible sources may submit a quote and if received in a timely manner shall be considered by the agency. Central Contractor Registration (CCR). Quoters must be registered in the CCR database to be considered for award. Registration is free and can be completed on-line at http://www.ccr.gov/ 52.212-2, Evaluation-Commercial Items is applicable to this procurement. The Government intends to award to the responsible contractor whose quotation is the most advantageous to the Government considering price and price-related factors. This solicitation will be evaluated on the following factors: price and price-related, technical and past performance are equal in importance While price will be a significant factor in the evaluation of the offers, the final contract award will be based on a combination of factors- a combination of price and ability to meet all requirement in the statements of work. All quotes shall include price(s) (based on anticipated award date of 1 April 2006 through 30 Sept. 2006), a point of contact, name and phone number, GSA contract number if applicable, Business size, and acceptance of Government Purchase card as means of payment. Each response must clearly indicate the capability of the quoter to meet all specifications and requirements in accordance with the attached Statements Of Work. Statement of Work Naval Air Station (Belle Chasse) Scope: The contractor shall perform the services of Protestant Chapel Accompanist at the Naval Air Station Joint Reserve Base Chapel, New Orleans, LA. The performance period for this contract will be from date of award through 30 September 2006. The requirements for this service are as follows: 1. The Protestant Accompanist is responsible for providing appropriate musical accompaniment for Chapel programs, including congregational singing, choir specials and special music solos. The contractor shall be responsible for providing postlude, prelude and offertory music at scheduled Chapel services. Yearly Chapel program includes the following sessions: a. Fifty-two (52) Sunday morning Choir rehearsals (8:30 to 9:00 AM) b. Fifty-two (52) Sunday morning Services (9 AM to 10 AM) c. 6 special services (as needed) such as Memorials, Funerals or Seasonal Observances (TBD) d. 6 Accompanist Music Rehearsals for Special Services. Note: The total numbers of services listed above will depend on award date of contract. 2. Duties of the Protestant Chapel Accompanist for Sunday Worship Services shall include: a. Serve as a professional resource person to Chaplains and Religious Program Specialists. b. Work in conjunction with Chaplains to bring innovative means of worship to the congregation. c. Be sensitive to the musical interest of the congregation as communicated by the Chaplain. d. Work specifically under the guidance of the faith group specific Chaplain. e. Participate in Protestant Divine Service at NAS scheduled at 9 AM for a minimum of one (1) hour. 3. Qualification requirements for the Protestant Chapel Accompanist: a. Proficient in musical performance on either keyboard or guitar (pianist is preferred). b. Be able to read music vice playing only from rote memorization and demonstrate such in an interview with the faith group specific Chaplain prior to award of contract. c. Be proficient in he playing of contemporary praise music and traditional hymns demonstrating such ability during interview. d. Be able to accompany soloists as coordinated through the faith group specific Chaplain. 4. Contractor shall be responsible to provide a suitable substitute of comparable ability in the event the contractor in unable to provide the contracted services. The contractor shall be responsible for payment of the substitute. 5. Necessary working supplies such as sheet music and order of worship will be provided by the Chapel. The Chapel will provide meeting spaces required for rehearsal, keyboard or piano as required. f contractor is a guitarist he/she will provide their own musical instrument.
