Description
The Naval Air Warfare Center Aircraft Division, Lakehurst, NJ intends to place a delivery order under Basic Ordering Agreement N68335-04-G-0016 with McDonnell Douglas Corporation, a wholly owned subsidiary of The Boeing Company. The delivery order will be for the upgrading of spares, such as DC power supplies, RF/LF switches and power switches, DMMs and frequency time interval counters, to the current Boeing RTCASS configuration. The Reconfigurable Transportable Consolidated Automated Support System (RTCASS), an avionics test set, developed to support the MV-22, CV-22, F/A-18A-D, EA-6B and AV-8B platforms, both deployed and ashore. The Government intends to solicit and negotiate this requirement on a sole source basis with The Boeing Company, St. Louis, MO under the authority of 10 USC 2304 (c) (1), as implemented by FAR 6.302-1. Boeing is the original equipment manufacturer of the RTCASS. The Government does not own the technical data package. Boeing is the only source capable of ensuring that the spares function as part of an integrated system with RTCASS stations. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. A determination by the Government not to open the requirement to competition based on the responses to this notice is solely within the discretion of the Government. Information received as a result of this notice will normally be considered solely for the purpose of determining whether to conduct a competitive requirement.
