Description
This procurement is restricted 8a competitive. The U.S. Army TACOM-ARDEC has a requirement, which will necessitate contractor support for services to support Government personnel in executing financial management responsibilities. Contractor shall provide information management services that include analyzing customer requirements; developing reporting tools; providing access to information; reconciling information among multiple financial systems; and maintaining necessary support systems; and other non financial or administrative services as required by the Financial Management Office (FMO) to meet Picatinny requirements. Individual tasks will be defined using Performance Based Service Acquisition techniques. Background: The FMO plans, develops, analyzes and coordinates Research Development Testing and Evaluation (RDTE), Ammunition Procurement Army (APA), Operations Maintenance Army (OMA), and Military Construction Army (MCA) funds for planning, programming, budgeting and execution for Picatinny and geographically remote sites. FMO???s primary activity is to determine, obtain and distribute program authority/financial resources required to accomplish mission efforts. In addition, the FMO develops and monitors the execution of the ARDEC operating budget, including development of burden rates and financial analysis of financial statements and related reports. ARDEC uses a variety of computer-based applications to execute its mission. Data processing capability enabling immediate access to current data and our financial applications is vitally important. The existing system is predominantly IBM-PC compatible, running M.S. Windows 2000, 2003 and Windows XP. The FMO data communications architecture is composed of the web servers connecting the individual desktop clients to a workgroup/departmental server, and through that server to the Picatinny web based intranet (PicaNET). Additionally, some desktop users use their desktop clients to access and download financial data from SOMARDS DB2 based Army standard applications and financial databases. Data is analyzed and studied to present analytical financial management information to ARDEC???s senior staff. Microsoft Exchange provides mail capability. Desktop client computers use the Microsoft Office Suite for common workplace automation tasks and customer support interaction. FM uses the web based SAP Enterprise Resource Planning (ERP) system enabling immediate access to current data and FMO financial applications. COGNOS Report Suite complements report tools and On Line Analytical Program tools for best use practices. There are no plans to upgrade the infrastructure supporting this system at this time. This system must be capable providing services to our customers within budget, on schedule, and with minimum disruption. Information processes and reports are required in daily transactional analysis. Financial information must remain available while changes are implemented to the system. Since other processing and reporting systems use as inputs the information provided by this system, care must be exercised that network and data interfaces are not inadvertently modified. A Firm Fixed Price (FFP) five-year task order type contract is contemplated, and is anticipated to be awarded to the best overall value to the Government, cost and other factors considered. It should be noted that each offer shall be responsive in accordance with the informational requirements and evaluation criteria set forth in the forthcoming Request for Proposal (RFP). RFP is expected to be posted on or about 4/3/06. Contractor will be required to perform work on site at Picatinny Arsenal.
