- This is a notice of intent to award a sole source procurement to JS Mosby Antiques for two circa 1860-1865 Civil War Collection Groups belonging to BG Tidball and PVT Kelsey. Only one responsible source exists for this service that will satisfy agen cy requirements. This purchase will be done under Simplified Acquisition procedures and other than full and open competition as authorized under FAR 6.302-1. Interested persons may identify their interest and capability to respond to this requirement. T his notice is not a request for offers. However, all proposals received within 7 days after date of this publication will be considered by the Government. A determination not to compete this procurement based on a response to this notice is solely within the discretion of the Government.
