Description
The National Cancer Institute (NCI) is planning to make an award to an organization having the ability to continue the following activities for the NCI Applied Research Program within the Risk Factor Monitoring and Methods Branch (RFMMB): development, modification, and updates of general health-related and, specifically, dietary questionnaires that include nutrient databases; provide logistic support for collection and management of biological specimens; development and management of new projects, including surveys and methods in the areas of cancer risk factors (such as diet, physical activity, screening, smoking, family history), health services research, and cancer outcomes research; development and implementation of quality control procedures for data collection and field operations; and, the design and maintenance of computer databases and associated reporting software. To receive consideration for a contract award, an organization must: 1) Demonstrate the ability to use and update the most current version of Nutrition Data Systems for Research (NDS-R), national dietary surveys and associated databases, and other data sources to update the NCI Food Frequency Questionnaire (FFQ) or other dietary assessment instruments; 2) Demonstrate the ability to develop new or modify existing dietary questionnaires (including extensive cognitive testing), scanning programs, and codebooks using software that creates machine-readable, web-based, or other types of electronic forms; 3) Demonstrate the ability to rapidly develop, set-up and conduct focus groups and interviews for pilot testing of electronic instruments and methods; 4) Demonstrate successful experience with translation services, including assessment of translated materials and quality assurance of interviews and questionnaire responses; 5) Demonstrate the ability to provide support for supplementing previous and current projects that require follow-up components, e.g., re-contact of study subjects, data management of information and analyses of previously collected data; 6) Demonstrate experience in managing the logistics of biological specimen collections, handling, tracking, and inventory, including assurance of completion of appropriate informed consent forms; 7) Demonstrate experience in fully developing and fully managing new surveys, methods, and other studies, in collaboration with the NCI Project Officer; 8) Demonstrate experience in quality control procedures for all aspects of data collection and field operations; and, 9) Demonstrate experience with designing, utilizing, and maintaining computer databases. The required service is defined as code 541990 under the North American Industry Classification System (NAICS). The Request for Proposal (RFP) will be available on or after March 21, 2006 through the web site at http://FedBizOpps.gov (FBO).
