- The Centers for Disease Control and Prevention intends to purchase additional laboratory equipment and reagents with a limited shelf life for use in an on-ongoing study from Applied Biosystems, Foster City, California. Items are required to maintain consistency and continuity in research projects which are already in place. This requirement is a not small business set-aside, market research has shown that Applied Biosystems does not have small business distributors and there is no reasonable expectation that 2 or more small business quotations can be obtained. Small business may purchase products from Applied Biosystems however, the product must arrive to the Centers for Disease Control in a refrigerated state, unrefrigerated reagents can not be used for this study and will be refused, and therefore, it is in the best interest of the Government to utilize the products purchased directly from Applied Biosystems. Be advised unrefrigerated reagents will NOT be accepted by the CDC. Applied Biosystems will not guarantee their products unless they are shipped directly from Applied Biosystems to the End User. Shipments will only be accepted Monday thru Friday from 8:00 am ? 4:30 pm EST with the exception of Federal Government holidays. The Government intends to evaluate offers and award a purchase order without discussions with the Offeror providing the requested product. The NAICS Code/Size is 334516/500 emp. This procurement is to be processed using Simplified Acquisition Procedures in conjunction with FAR Part 12, Acquisition of Commercial Items and is not expected to exceed the Simplified Acquisition threshold of $100,000. Interested vendors capable of furnishing the government with the products in this synopsis should submit two (2) copies of a quotation to the below address. The quotation shall include the itemized price, prompt payment terms, the F.O.B. Point (Destination or Origin), Taxpayer Identification Number (TNN), Dun & Bradstreet Number (DUNs), and descriptive literature of the product quoted. The quotation must reference Solicitation Number 2006-Q-08442. Quotations will be due fifteen (15) calendar days from the publication date of this synopsis or March 20, 2006, by 8:30 a.m. local time, whichever is later. All responsible sources may submit a quotation, which if timely received, shall be considered by the agency. Quotations must be submitted in writing to the Centers for Disease Control and Prevention, 2920 Brandywine Road, Atlanta, GA 30341, Attention: Dorothy Reed Penix. Email quotations will only be accepted if dated and signed by an authorized company representative to: dfr9@cdc.gov. Applied Biosystems., is the only source known to the government that can provide the instruments and reagents with the above characteristics. However, if any interested party believes it can meet the above requirements, it may submit a statement of capabilities. The capability statement and any other furnished information must be in writing and must contain material in sufficient detail to allow CDC to determine if the party can fully meet the requirements herein. This action is pursuant to 41 USC 253(1) and under the authority of FAR 6.302-1. The requirement will be procured as a commercial item in accordance with FAR Part 12.102(c) under the test program. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The following provisions apply to this acquisition; 52.212-1 Instructions to Offerors - Commercials Items (MAR 2000) applies to this acquisition; 52.212-2, Evaluation - Commercial Items (JAN 1999); the evaluation criteria stated in paragraph (a) of this provision are as follows: (1) technical capability of the proposed system to meet the requirements stated herein, and (2) price. The clause 52.212-4, Contract Terms & Conditions - Commercial Items (MAY 1999) applies to this acquisition. The following FAR Clauses are hereby added to this clause: 52.247-35 F.O.B. Destination; The clause at 52.212-5 - Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items applies to this acquisition. The following clauses listed in paragraph (b) of 52.212-5 apply to this acquisition: (1), (3), (5), (7), (9), (11), (12), (14), (15), (17), (18), (20) and (24). OFFERORS SHALL INCLUDE A COMPLETED COPY OF THE PROVISION AT 52.212-3, OFFERORS REPRESENTATIONS AND CERTIFICATIONS - COMMERCIAL ITEMS, WITH YOUR QUOTE.
