Description
Region 6 of the U.S. Forest Service, Portland, Oregon is issuing a solicitation for a vendor to provide a facility and meals at a location within 200 miles or four hour driving time or less to Portland, Oregon for an annual training session for Forest Service field data collection crews. This is a combined synopsis/solicitation for a commercial item prepared in accordance in with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation R6-06-27-042 is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-8. The clauses and provisions referenced in this solicitation can be found in full text form at http://www.arnet.gov/far. The North American Industry Classification Code is 721199 All Other Traveler Accommodation. This procurement is a total Small Business Set-Aside. One firm-fixed price contract will be awarded which is the best value to the Government, considering technical factors listed and price. Interested parties should submit a quote per day per person for meals from lunch on April 10, 2006 through dinner on April 26, 2006. Board for 45 people shall be provided from April 10, 2006 to the morning of April 27, 2006. Rooms should include 37 single occupancy rooms and 4 double occupancy rooms for a total of 41 rooms. The meals shall be buffet style for breakfast, lunch and dinner. Lunch items shall be available in the morning for the 45 individuals to make their own sandwiches and choose and make their own sack lunches. Bags and sandwich wraps shall be provided by the vendor for this purpose. The following are examples of the types of meals required for each meal. Breakfast should include a meat, eggs, fruit, toast, cereal, juices and coffee. Lunch items should include choices such as a variety of meats and cheeses for sandwiches, a choice of type of bread, condiments, fruit, crackers, cookies, and canned or packaged drinks (juice or soda). Vegetarian choices should be available for every meal. The vendor must also provide a conference room set up classroom style for 45 people and 3 breakout conference rooms set up classroom style for 15 people each. The main conference room must have a screen and a projector with a docking station to set up a Forest Service lap top for a Power Point presentation. Six outside lines must be available to access the internet. The facility must have available an adjacent natural (not developed) area with mixed forest and nonforest conditions for field excursions that the attendees will be making as part of the meeting. The provisions at FAR 52.212-1 Instructions to Offerors Commercial Items, applies to this acquisition. The clause at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, applies to this solicitation. If the offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (b) through (i) of this provision and be included with offer. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items applies to this solicitation. Specifically, the following clauses cited are applicable to this solicitation: FAR 52.203-6, Restrictions on Subcontractor Sales to the Government-Alt.1. FAR 52.225-13 Restrictions on Certain Foreign Purchases, 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration (31 U.S.C. 3332), FAR 52.222-41, Service Contract Act of 1995, as Amended (May 1989)(41 U.S.C. 351, et seq.), Offers must be received by March 20, 2006, at 10:00 a.m. Pacific Standard Time at the Mt.
