Description
The Office of Thrift Supervision (OTS) intends to issue a sole source purchase order to First American Real Estate Solutions LLC for Loan Performance System subscriptions for the Prime Delinquency Workstation Database for LPS Quarterly Delinquency Report and the LPS Quarterly Depository Institution Market Subset for the period of July 1, 2006 through June 30, 2007. LPS Prime is composed of over 38 million residential first mortgages. The benchmark database includes: More than 38-million prime U.S. residential first mortgages; 100 percent of Fannie Mae and Freddie Mac portfolios; over 75% of the nation?s active prime mortgages; and data from over four million government loans. Users can now access the system with a standard web browser (Internet Explorer, Netscape, Firefox, others). Once logged into the LPS Prime web interface, users can: Access all LPS prime market data; Manage portfolios with online LPS software; Communicate between databases via user-friendly interface; Evaluate, benchmark portfolios by geography, product, other criteria; Mine and analyze data visually with graphs and maps; Generate monthly reports with helpful wizards; and Store the results securely online. LPS Prime enhances decision-making by enabling portfolio analysis along 30 risk dimensions, including vintage, ARM index, LTV, geography by MSA, loan size, and source channel. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement in writing or submit quotations. This notice of intent is not a request for competitive quotations. However, all written quotations received with pricing and sufficient technical documentation to establish a bonafide capacity to meet the requirement received by 3/10/06 (by 2:00PM EST) will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Written information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. If this procurement is competed, no additional synopsis will be published and a request for quotation will only be forwarded to the intended vendor and firms that respond to this synopsis of intent.
