- NAVSURFWARCEN Crane Division has a requirement for the screening, refurbishment and conversion of various transmitter configurations for use in the AN/SPQ-9B Radar System. The solicitation will have the following CLINs: CLIN 0001: Evaluation of APG-68 Transmitter Units for conversion candidates; minimum quantity 0 each, maximum quantity 50 each. CLIN 0002: Refurbishment of APG-68 Transmitter Units to Condition A; minimum quantity 0 each, maximum quantity 15 each. CLIN 0003: Convert to NG ESSS Spec. No. 256R421; minimum quantity 0 each, maximum quantity 15 each. CLIN 0004: Convert to NG ESSS Spec. No. 256R421 with the following update parts provided as GFM: P&C Assembly, P/N 762R978G01 Monitor Assembly, P/N 785R537G02 HV Regulator Assembly, P/N 825R785G01 3A1A1 T1 Transformer, P/N 593R559A08 H04 Traveling Wave Tube, P/N 585R224H04; minimum quantity 0 each, maximum quantity 20 each. CLIN 0005: Conversion Kit, P/N 339R740G01; minimum quantity 0 each, maximum quantity 20 each. CLIN 0006: P&C Assembly, P/N 762R978G01; minimum quantity 0 each, maximum quantity 20 each. CLIN 0007: Monitor Assembly, P/N 785R537G02; minimum quantity 0 each, maximum quantity 20 each. CLIN 0008: HV Regulator Assembly, P/N 825R785G01; minimum quantity 0 each, maximum quantity 20 each. CLIN 0009: 3A1A1 T1 Transformer, P/N 593R559A08; minimum quantity 0 each, maximum quantity 20 each. CLIN 0010: H04 Traveling Wave Tube, P/N 585R224H04; minimum quantity 0 each, maximum quantity 20 each. CLIN 0011: Refurbish AN/SPQ-9B Transmitter Units in accordance with Northrop Grumman ERC standard refurbishment process (all replacement parts, components and material shall be provided by contractor); minimum quantity 4 each, maximum quantity 125 each. CLIN 0012: Refurbishment/Update Modification with GFM in accordance with Northrop Grumman ERC standard refurbishment process (all replacement parts, components and material shall be provided by the Contractor with the exception of the following parts provided as GFM: (P&C Assembly, P/N 762R978G01; Monitor Assembly, P/N 785R537G02; HV Regulator Assembly, P/N 825R785G01; T1 Transformer, P/N 593R559A08; H04 Traveling Wave Tube, P/N 585R224H04) ; minimum quantity 0 each, maximum quantity 50 each. CLIN 0013: Data IAW Contract Data Requirements List, 1, LO, NSP, (CDRL) DD1423, Exhibit ?A? The solicitation will be issued utilizing other than full and open competition procedures under the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1(a)(2), only one source and no other supplies or services will satisfy the agency requirements. An Offer will be solicited from Northrop Grumman Corp, Electronic Systems, 1580A West Nursery Road, Linthicum Heights, MD 21090. A five-year indefinite quantity delivery, indefinite quantity, firm-fixed priced contract is anticipated to result. Requirements shall be specified by individual delivery orders. Delivery of data is F.O.B. Destination as specified by each order. This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Offerors are encouraged to access information also available on the NSWC Crane Division web site at http://www.crane.navy.mil/supply/homepage.htm. The solicitation will be available for download on or about 22 March 2006. Closing date will be on or about 21 April 2006. This notice is a synopsis, does not constitute a Request for Proposal (RFP) and it is not a commitment by the U.S. Navy to procure subject equipment. Contract D.A.
