Description
The U.S. Geological Survey, Alaska Science Center (USGS) has a requirement for the collection, processing, and dissemination of satellite tracking data using the Argos Data Collection and Locating System (DCLS). The goal of this project is to satellite-track a variety of free-ranging wildlife species worldwide using contemporary transmitters and receivers that are based on Doppler-shift principles. Since 1985, scientists now affiliated with the USGS' Alaska Science Center have conducted satellite tracking studies of numerous free-ranging arctic wildlife populations to ascertain new knowledge about their annual migrations, seasonal distributions, and population status. Satellite tracking allows data collection that is safer and more cost-efficient than traditional aircraft radio-tracking missions, and satellite tracking is not constrained by political borders, weather, and daylight. For large to medium-sized animals (mammals, birds, fish, reptiles, etc.), satellite tracking has evolved from experimental to operational in terms of transmitter technology and predictable project success. Continuing developments in reducing transmitter size and extending transmitter life-span continue to afford new possibilities for acquiring scientific information about species of concern to USGS clients. To this end, it is expected that satellite tracking will continue to be a fundamental tool for wildlife research at the Alaska Science Center for many years to come. The USGS is contemplating an indefinite-delivery, indefinite-quantity (IDIQ) contract for a period of five (5) years. Under this IDIQ, task orders will be issued for each individual researcher and/or project that requires satellite tracking services. The sum of these task orders over the five year period will not exceed $400,000.00. CLS America, Inc. (formerly Service Argos, Inc.) of Largo, MD, the North American subsidiary of Collecte Localisation Satellites (CLS), owns and operates the satellite receivers that are fundamental to tracking wildlife using the Doppler-shift principles and the aforementioned transmitter technologies. Therefore, the USGS intends to negotiate on a sole-source basis with CLS America, Inc. IAW FAR 6.302-1. Other interested concerns having the ability to furnish these services shall submit a capabilities statement to the Contracting Officer no later than the closing date of this announcement. All submissions will be evaluated to determine if competitive opportunities exist. As required by FAR 5.101(a)(1), the forthcoming solicitation (06WRSS0006) will be made available through the GPE, whether or not competitive opportunities have been identified.
