Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotation for 100% small business set-aside utilizing the associated North American Industry Classification System code 238210, with a small bu siness size standard of $12 million. This requirement is for a period of 3.5 months from date of award. Solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular. Provisions at 52.212-1, In structions to Offerors  Commercial Items, apply to this acquisition. Offerors shall include with their offer a completed copy of the provision at 52.212-3, Offeror Representations and Certifications  Commercial Items; 52.212-4, Contract Terms and Condit ions  Commercial Items. Provisions at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders  Commercial Items; 52.203-6 (Alt I), Restrictions on Subcontractor Sales to the Government; 52.225-13, Restrictions on Cert ain Foreign Purchases and 52.233-4, Applicable Law for Breach of Contract Claim are applicable to this acquisition. Provisions at 52.217-8, Option to Extend Services also apply to this acquisition. Wage Determination Numbers 1994-2491 (Rev 25) and 1994-20 07 (Rev 30) may be applicable to this solicitation. The Nashville District U.S. Army Corps of Engineers intends to issue a Request for Quote (RFQ) - W912P5-06-T-0012 for electrical contracting services to provide all labor, materials, testing equipment and supplies to test the grounding capability of multip le points on a lock structure at nine (9) different locks on the Tennessee River. The contractor shall prepare plans and conduct tests and inspections for Chickamauga (Single), Fort Loudon (Single), Guntersville (Double), Melton Hill (Single), Nickajack ( Single), Pickwick (Double), Watts Bar (Single), Wheeler (Double), and Wilson Lock (Double) Projects. The contractor shall submit a test report within two weeks of completion of each Lock, including any comments and recommendations. The contractor shall p rovide their own sketch of the grounding test points with the final report and can assume that there will be approximately 80  100 points for a single lock and 160-190 points for a double lock. Contractor shall be responsible for delivery of the finished products. All work shall be completed within 105 days from the Contractors notice to proceed. Requirements are as follows: - all tests must be conducted with a digital ground tester - conduct earth resistance tests using the Four-Point method in accordance with IEEE standards - perform soil resistance tests to establish grounding points - perform current(ma) checks on all ground conductors - perform ground tests on ground grid, gates, fences, handrails, light poles, floor mesh, transformers, haulage and other equipment with exposed metal For the instructions that follow, the words offer and quote are used synonymously in this solicitation. Contractor shall submit a best value offer to be eligible to be awarded this contract. Offers shall be evaluated on three criteria: technical, pric e and past performance. The contractor shall submit no more than three 8 ? x 11 pages describing their technical capabilities, past performance on like projects within the last five years and a firm fixed price for each of the nine different locks identif ied above. Offers are due no later than 2:00 pm on 21 March 2006, to the Estes Kefauver Federal Building, U.S. Army Corps of Engineers, Nashville District, Contracting Division (ATTN: Althea Rudolph), 110 9th Avenue South, Room A-604, Nashville, Tennesse e 37203.
