Description
It is the intent of the National Library of Medicine (NLM), National Institutes of Health (NIH), to procure professional services on a sole source basis under the authority of FAR 6.302 from Mr. Lee R. Pushkin, Bethesda, MD. The purpose of this procurement is to acquire highly specialized professional services to standardize the base definition of various disease categories (~ 400 disease categories) and to develop computer applications that will enable the ICs to utilize these standardized definitions. The end result of this system is a standard process where disease code definitions are used consistently across all NIH ICs, enabling more accurate financial reporting per disease category. The Contractor shall have the background and experience to fully support and assist in the Knowledge Management for Disease Coding (KMDC) project. Knowledge of the NIH Budget and reporting requirements is required. Knowledge and experience with IC uses of reporting for IC-specific diseases and cross-cutting areas required. In order to realize project goals, a thorough understanding of the requirements placed upon the Office of Budget for reporting to Congress is required. In addition, the reporting practices and methods used by the ICs at the NIH must be thoroughly understood to ensure a system which can perform as required by both the Office of Budget and the NIH ICs. The Contractor shall perform the following tasks to support the KMDC project: Attend a weekly status meeting with the Government Project Officer to report on current progress and accomplishments. Provide guidance on budget reporting, including Office of Budget requirements, various algorithms, and Congressional reports Provide guidance on development of Disease Category fingerprints Provide guidance on Disease Category data analysis Assist in facilitation at KMDC meetings, including the KM Fingerprint Development focus group meetings Provide guidance on IC uses of reporting for IC-specific diseases and cross-cutting areas Provide guidance when applying Intramural and Contract data to KMDC Provide guidance on KMDC user interface Provide guidance on KMDC application functionality Attend KMDC-related meetings, including KM Fingerprint Working Group, KM Governance Group, and KMDC focus groups. Inspection and acceptance of all work performed, including the submission of reports and other deliverables, shall occur at the place of delivery designated by the Government Project Officer. Work will be performed at the Contractor?s facilities, as well as the NIH facilities in the Rockledge Office complex (6701 Rockledge Drive, Bethesda, MD 20817). The period of performance shall be from March 15, 2006, through March 15, 2007, with three (3) 1-year options. Options shall be exercised only if agreed to by the Contractor and the Government. NIH has determined that Lee R. Pushkin is uniquely qualified to provide the above services in all of the following areas that are directly relevant to KMDC: Expert experience with the trans-NIH DC collection and reporting function which is managed by the NIH Office of Budget; including detailed understanding of the challenges involved in developing and collecting funding information on diseases for each of the 26 NIH appropriations. In depth institutional knowledge about the requirements and technical aspects of the NIH disease funding reporting function based on: Annual DC collections, Information from two OB managed trans-NIH surveys on reporting funding for diseases Developing materials for discussions of trans-NIH reporting on disease funding for two NIH Director?s Forums Directing trans-NIH experiment on disease reporting as follow-up to one Director?s Forum Developing materials for the NIH Steering Committee, November, 2003 to identify current weaknesses, challenges, and critical need and potential solution for NIH to improve its disease reporting functions. This evolved into the KMDC. Knowledge of disease reporting in individual ICs. Expert experience in providing information, and resolving complex questions from senior level disease funding customers ? e.g., Congressional staffers, DHHS, OMB, disease advocates, and members of the public, and GAO. Broad knowledge of NIH information systems. In depth experience with KMDC since the prototype phase. This is not a Request for Quotations (RFQ), nor is a RFQ available; however, all interested parties may submit a capabilities statement which will be considered by the NIH. The capabilities statement should demonstrate that the interested party is able to provide the professional technical services specified above.
