Description
NOTE: THIS MODIFICATION IS PROVIDED IN ORDER TO UPLOAD SOLICITATION DOCUMENTS AND ATTACHMENTS. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested. Solicitation AG-6740-S-06-0002 is issued as a request for quotes (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-08. The Department of Agriculture, Natural Resources Conservation Service, South Dakota State Office intends to award Blanket Purchase Agreement (BPA) to small business sources capable of providing real estate appraisals and real estate appraisal technical reviews throughout the following counties in South Dakota: Area 1: Buffalo, Jerauld, Sanborn, Miner, Lake, Moody, Lyman, Brule, Aurora, Davison, Hanson, McCook, Minnehaha, Tripp, Gregory, Charles Mix, Douglas, Hutchinson, Turner, Lincoln, Bon Homme, Yankton, Clay and Union. Area 2: Brown, Marshall, Roberts, Day, Spink, Clark, Codington, Grant, Hamlin, Deuel, Beadle, Kingsbury, Brookings, Campbell, McPherson, Walworth, Edmuds, Potter, Faulk, Sully, Hughes, Hyde and Hand. Services are being sought for a period of three years with a contract period of March 22, 2006 to September 30, 2009. A BPA does not obligate the Government to order or the vendor to furnish any articles of any quantity except to the extent that may be agreed upon in connection with individual transactions. Obligation is made at the time of an actual order. Appraisers shall be a State Certified General Real Property Appraiser or obtain a temporary practice permit in South Dakota and be in good standing with the licensing authority where the credential is issued. Appraisers must demonstrate competency in compliance with Uniform Standards of Professional Appraisal Practice (USPAP) in conducting appraisals of agricultural properties with and without conservation easements of the requested type. All appraisals completed for this program shall comply with USPAP, Uniform Appraisal Standards for Federal Land Acquisitions (UASFLA a/k/a Yellow Book) and Supplemental Standards as issued by NRCS. Documentation of appraisal education courses attended such as eminent domain or conservation easements and UASFLA courses shall be provided by the review appraiser to the contracting officer. The South Dakota USDA NRCS is also seeking sources capapble of providing technical appraisal reviews of appraisals done by other vendors within the state of South Dakota. Review appraisers shall be a State Certified General Real Property Appraiser and be in good standing with the licensing authority where the credential was issued. THe review appraiser must have demonstrated competency in compliance with USPAP in conducting appraisal reviews of agricultural properties with and without conservation easements of the requested type. Documentation of appraisal education courses attended such as eminent domain or conservation easements and UASFLA course and at least 40 hours of training in conducting technical reviews shall be provided by the review appraiser to the contracting officer. This is a 100% set-aside for small business. The associated NAICS code is 531320 and the small business size standard of $1.5 million will be used. The provisions at FAR 52.212-1 and 52.212-2 apply to this solicitation. The following factors shall be used to evaluate offers: 1. Technical Capacity; a narrative of the offeror's technical capability to meet the Government requirement; this may include descriptions of other similar work or related projects performed or currently being performed and a list of personnel qualifications; a narrative proposal on how to perform the work required; 2. Price; a list of potential personnel who will be performing the requirements of the contract and the corresponding rate must be included for evaluation; 3. Past Performance; list of references and letters of recommendation with company seal or logo may be submitted for evaluation purposes. Technical and past performance, when combined, are Equal to price Multiple awards will be considered. For planning purposes, the Government anticipates 25 appraisals to be completed under the Wetlands Reserve Program and 5 appraisals to be completed under the Emergency Watershed Protection Program. All appraisal will need to be completed by May 15 of each year. Specific due dates will be set once orders are issued against the BPA. Technical reviews will be conducted on approximately 10 percent of all appraisals completed. Interested vendors should reply in writing to the Contracting Officer listed below no later than March 16, 2006, 4:30 p.m. Central Time. Quotes are requested for the following: Real Estate Appraisals Real Estate Appraisal Technical Reviews Include pricing for those types of appraisals that you are interested in performing (NOTE: It is not necessary to bid on all items to be considered for an award; however, award of appraisals and technical reviews can not be made to the same firm.) In addition, please provide information as to the counties or location preferences for appraisals as well as the counties or location preferences for the technical review of appraisals. Complete and provide the provision at FAR 52.212-3 along with your offer. Telephone and fax inquiries will not be honored. The first step to registering is to obtain a Data Universal Numbering System (DUNS) number, which is a unique nine-character identification number provided by the commerical company Dun and Bradstreet (D&B). To request a DUNS number call D&B at the toll free number 1-866-705-5711 or register online at http://www.dnb.com/ccr/register.html. Obtaining a DUNS number through this process is free of charge. It is advised that you begin this process as soon as possible since it can take several days to complete. Failure to register by close of business on the third day after notification of possible award by the Contracting Officer, may cause rejection of your offer. Prospective contractors must also complete electronic annual representations and certifications at http://orca.bpn.gov in conjuction with required registration in the CCR database (FAR 4.1102). Prospective contractors shall update the representations and certifications submitted to ORCA as necessary, but at least annually, to ensure they are kept current, accurate and complete.
