Description
DESC: This is a combined synopsis/solicitation for items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested. Solicitation No. 201816Q007 is issued as a Request for Quote (RFQ) and will be awarded as a Purchase Order using simplified acquisition procedures. The NAICS Code 238320. The solicitation document, incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-24(a). BACKGROUND: The U.S. Fish and Wildlife Service, Region 2, Mora National Fish Hatchery & Technology Center, Mora New Mexico requires the following painting of interior fish tanks: Contractor shall furnish all the necessary personnel, materials, equipment, services, and facilities to sand blast, prime and paint all fish tank interiors. Contractor shall warranty all work for a period of two years. Contractor shall remove from the refuge all empty paint cans and trash. DESCRIPTION: 1. Tank interiors to be sandblasted to a 1 - 1 ? mil profile. 2. Remove crack and peeling paint. 3. Surface shall remain smooth and free of sharp and jagged nature. 4. A National Sanitary Foundation (NSF) epoxy paint applied to an 8-12 dry film thickness: First coat to be 406 mils. Second coat to be 4-6 mils. 5. Paint shall be a multi-purpose epoxy coating (brown). 6. Paint shall be NSF certified for potable water tanks, pipes and valves. 7. Paint must be suitable for fresh water and salt immersion. 8. Paint must be suitable for constant water immersion. 9. Tanks to be done two at a time and allowed to cure before putting tanks into service and before proceeding to next set of tanks. 10. Tanks are housed in a metal building so proper ventilation is required. 11. Work area must be protected for dust containment. 12. Clean up of work area will be required at each of tank set prior to proceeding to next set of tanks. NOTE: Tanks are fiberglass. All work will be done in a high moisture environment with a temperature of 55-65 degrees. The provision at FAR 52.212-01, Instructions to Offerors-Commercial Items, and FAR provision 52.212-02, Evaluation Commercial Items, are applicable to this acquisition, 52.212-03 Offeror Representations and Certifications - Commercial Items, the Clause at FAR 52.212-04, Contract Terms and Conditions-Commercial Items, and the Clause at FAR 52.212-05, Contract Terms and Conditions required to Implement Statues or Executive Orders-Commercial Items, FAR 53.236-3, Site Investigation and Conditions affecting the work. All interested parties must be registered in the Central Contractor Registration (CCR) as prescribed in FAR 52.204-7. Evaluation of Commercial Items: the Government will award to the responsible offeror who conforms to the solicitation and is considered most advantageous to the Government, based on 1. Price; and 2. Vendors wishing to respond to this combined synopsis/RFQ should provide this office with the following: price quote, a completed copy of FAR Clause 52.212-03, Offeror Representations and Certifications-Commercial Items, and information's sheet on items being quoted. The Offeror agrees to hold the prices in the offer firm for 30 calendar days from the date specified for the receipt of offers.
