Description
NOTICE: THIS IS A REQUEST FOR INFORMATION ONLY. The information provided in response to this notice will assist the Government in determining the extent of the small business and socio-economic market for the type of work described herein. The intent of the announcement is to identify sources that are qualified Small Business concerns capable of constructing an 80-90 foot aluminum hull catamaran research vessel for operation in and around the northwest Gulf of Mexico approximately 100 miles from shore. The catamaran research vessel will be home ported in Galveston, Texas. This catamaran vessel is to be built using general design specifications capable of operating in the Gulf of Mexico for most of the year, making cruises up to 10 days, traveling 600 miles at a cruising speed of greater than 20 knots; conduct off-shore operations of diving support (NITROX), ROV/AUV operations while moored as well as underway, drop camera, CTD, plankton net tows, single side scan/multi-beam operations while underway in heavy traffic; provide high flexibility in science outfitting with deck bolt downs; capable of accurate station keeping; provide space onboard for 20-25 passengers; provide habitable space for 10 personnel and 4 crew for up to 7 days/trip; provide a hull design which allows for a stable platform for operations in 4-6? seas. Award of a firm-fixed price contract is contemplated. The North American Industry Classification Code (NAICS) is 336612 with a size standard of 500 employees. Estimated cost is between $1 and 5 Million. All contractors doing business with the Government are now required to be registered with the Central Contractor Registry (CCR). NOTE: THIS SYNOPSIS IS NOT CONSIDERED A REQUEST FOR PROPOSAL BUT A REQUEST FOR INFORMATION ONLY. No solicitation document is available. No contract will be awarded on the basis of responses received to this notice. Interested firms should submit in writing, its name, address, point of contact, telephone number, business type and size and a brief narrative regarding its capability to provide the required services. The following is the information that must be addressed in the response to assist the Government in determining the availability of qualified small business concerns for the requirement: (1) Demonstrate relevant experience, expertise, and qualifications of key personnel in the design, cost controls/tracking, and construction of similar size and complexity of an aluminum hulled catamaran research vessel; (2) State if teams or joint venture is being considered and if have worked on previous projects or if the team/joint venture would be assembled for this solicitation; (3) Provide a list of at least 5 but no more than 10 projects, which are similar in size and complexity as noted above with points of contact from the customer; (4) Demonstrate the work facility proposed is capable of sheltering/constructing a vessel of this size; (5) Demonstrate ability to comply with the Department?s requirement of a 20% bid guarantee, and upon award a 20% performance bond, and 20% payment bond by providing a letter from the proposed bonding company noting the upper limit of your firm?s bonding capacity considering the upper ?Bonding Amount? for this project to be the maximum at $5 million. It is the Government?s intent to analyze responses from firms which can operate in the areas of consideration as specified above. In the event that firms are not considered qualified in these locations, the government may seek firms which can provide the required services nationally and without restriction to size standards.
