Description
The CGC Barbara Mabrity is geographically restricted to transiting from Brownsville, Texas to Miami, Florida. The U. S. Coast Guard has decided not to set aside the acquisition for drydock repairs of the BARBARA MABRITY (WLM-559) for Hubzone, Small Business or Service-Disabled Veteran-Owned Small Business concerns. The Coast Guard issued a sources sought synopsis seeking companies capable of drydocking and repairing the vessel (Reference number-BarbaraMabrityDrydock2006), posted January 24, 2006, Response Date February 3, 2006. The United States Coast Guard Maintenance & Logistics Command, Atlantic intends to issue a Commercial Request for Quote (RFQ) for Dry Dock Repairs to the USCGC BARBARA MABRITY (WLM-559) to large and small businesses. The Coast Guard intends to conduct the procurement in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, and FAR Subpart 13.5, Test Program for Certain Commercial Items. Award will be made to the responsible contractor whose offer, conforming to the RFQ; will be most advantageous to the Government, past performance and price considered. The estimated value of this procurement is between $500,000.00 and $1,200,000.00. The small business size standard is less than 1,000 employees. The acquisition is for drydock repairs to the USCGC Barbara Mabrity (WLM-559), a 175-foot coastal buoy tender whose homeport is in Mobile, Alabama. All repairs are to be performed at the contractors facility. The performance period is seventy (70) calendar days and is expected to begin on or about June 19, 2006. The scope of the acquisition is for the drydock repairs, which include overhauling, cleaning, inspecting, and renewing of various items aboard the Barbara Mabrity (WLM-559). This work includes, but is not limited to (Base and Option Items): Clean and Inspect Fuel and Oil Tanks, Clean Ballast Tanks and Voids, and Sewage and Grey Water Collection and Holding Tanks, Inspect Z-Drive Propulsion Units, Preserve Transducer Hull Rings, Clean Shipboard Ventilation Systems, Overhaul and Renew Valves, Clean, Inspect, and Preserve Sea Bay, Inspect and Test Air Receivers and Relief Valves, Inspect Bow Thruster Tunnel and Lower Unit, Perform Hydraulic Chain Stopper Maintenance, Buoy Chain Winch Maintenance, Anchor Windlass Maintenance, Overhaul Anchor and Anchor Chain, Perform Slewing Arm Davit Maintenance, Perform Buoy Crane Maintenance, Preserve Chain Locker, Preserve Fuel and Oil Tanks, Preserve and Disinfect Potable Water Tanks, Preserve Forepeak Tank, Preserve Entire Forecastle Area, Preserve 01 Level Weather Deck Aft of Buoy Deck, Preserve Underwater Body, Coating System Visual Inspection, Coating System Thickness Testing, Paint Draft Marks, Preserve Freeboard, Preserve Superstructure, Provide Temporary Lodging and Dining, Provide Temporary Logistics, and Routine Drydocking. All welding and brazing shall be accomplished by trained welders, who have been certified by the applicable regulatory code performance qualification procedures. It is incumbent upon contractors to monitor the FEDBIZOPS web page (www.fbo.gov) for RFQ release and all subsequent amendments. FEDBIZOPS also contains an option automatic notification service. The Government reserves the right to cancel this solicitation, either before or after the closing date. Drawings are now available on CD-ROM. The CD-ROM sets are available and will be free of charge to contractors upon request. MLCA must have ten (10) days advance notice to complete a CD-ROM set of drawings. The CD-ROM(s) contain WINDOWS compliant raster/vector formats (e.g.*.DWF, etc). Drawings are still available in hardcopy; however, a non-refundable charge of $150.00 is required in the form of a certified check or money order made payable to the U.S. Coast Guard for requested drawings.
