Description
The Social Security Administration (SSA) intends to negotiate solely with Mainstar Corporation of Chambersburg, PA, under the authority of Federal Acquisition Regulation (FAR) Part 13.106-1(b)(1) as the Contracting Officer has determined that the circumstances of the contract deem only one source reasonably available. SSA has a requirement to provide maintenance support for the Government-owned Mainstar software products as follows: (1) Aggregate Backup and Recovery Software (ABARS) including ABARS Manager, (2) ASAP (Automatic Selection and Auditing Program), (3) Incremental ABARS and (4) Catalog Baseline. This software is used to support data identification, data backup and data movement for major initiatives, such as, the Backup and Recovery Contingency Processing and the establishment of various LPAR test facilities. The SSA requires a site license with unlimited use of the software at the National Computer Center (NCC) and a future second site (location to be determined - currently unknown). The current vendor (Mainstar Corporation) owns all proprietary rights to the software?s source code. Therefore, Mainstar Corporation is the only known responsible source to provide maintenance support. The Government anticipates the award of a 5-year firm-fixed price contract for software maintenance support. Other organizations possessing the requisite expertise and resources are invited to submit information establishing a bona fide capability to fulfill this requirement. Pricing data may be submitted. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement. If SSA does not identify other acceptable sources capable of providing the software maintenance, SSA shall issue a sole source award under FAR Part 13 Simplified Acquisitions to Mainstar Corporation. This is not a request for quotation and the Government does not intend to pay for information received. Requests for copies of a solicitation will not be honored or acknowledged. Respondents will not be notified of the results of information received. Verbal responses are not acceptable and will not be considered. Responses to this notice must be submitted by March 14, 2006 at 12:00 PM, EST. Responses may be sent via E-Mail to the point of contact listed below. No phone calls or faxes will be accepted and submissions may not exceed 5MB.
