Description
A non-competitive acquisition is proposed with AM General, 105 N. Niles Ave, South Bend, Indiana, 46617, for Battle Damage Assessment and Repair (BDAR) Training. Classroom and practical applications of requested training will focus on HMMWV (M1113) vehicles only, and will provide students with the ability to drive the vehicle to it's extreme limits after sustaining major mechanical damage. The student will gain the ability to assess and make temporary repairs, in austere conditions, in accordance with manufacturer guide lines to prevent damaging vehicle. Classroom instruction provides an introduction to HMMWV (M1113) maintenance and vehicle systems in accordance with manufacture specifications. Hands on (shop) training to perform damage assessment of vehicle components to include: Cooling Systems, Fuel Systems, Steering & Brakes, Electrical, Transmission and Suspension. Students will learn to perform vehicle recovery operations using expedient and standard vehicle equipment. Practical application of BDAR in off road and cross country driving operations. The requirement will be to train 186 students in 12 months with a possibile increase of an additional 50 students. The Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Responses to this notice will be used to determine whether bona fide competition exists. All responses must be received within 10 calendar days of the date of this notice (28 February 2006). Responses must be in writing, including technical and pricing information. Requests for a solicitation will be considered non-responsive. All responses from responsible sources submitting the required information will be fully considered. Responsible firms responding to this synopsis will be considered if the action is competed. The NAICS Code is 611519.
