Description
8(a) COMPETITIVE ACTION: The Environmental Protection Agency (EPA), National Health and Environmental Effects Research Laboratory, Gulf Ecology Division, Gulf Breeze, Florida, is seeking qualified 8(a) sources to perform operations and maintenance services. The purpose of this acquisition is to provide all management, supervision and labor to plan, schedule, coordinate and assure effective performance of all services described in the SOW. This includes scheduled and unscheduled maintenance, mechanical and architectural repairs, grounds maintenance, storm clean-up, warehouse shipping and receiving, and emergency services as needed. In addition, the contractor is required to develop and submit operation plans, monthly work reports and inventory records for facility equipment and the warehouse. Provide services to operate and maintain the government owned EPA/ORD/NHEERL Gulf Ecology Division located on 1 Sabine Island Drive. The Gulf Ecology Division is on a man-made 17 acre island (Sabine Island) located eight mile south of Pensacola, Florida. There are approximately 140 employees at the Gulf Ecology Division. On the island, there are approximately 45 building and structures connected by sidewalks with several parking lots. Of the 45 buildings and structures, 15 are research related laboratories, 9 are office buildings, and the remainder are research support and storage. Building sizes range from 100 to 18,000 square feet. The EPA anticipates the award of a firm fixed price contract with a cost reimbursable line item. The period of performance is anticipated to be 60 months consisting of a 12 month base period and four 12 month option periods. EPA has determined that this solicitation will be issued under 8(a) competition. NAICS Code 561210 applies with a size standard of $32.5 million. To be eligible for consideration, firms will be required to provide (1) written certification/verification of current participation in the 8(a) program; and (2) written certification/verification of compliance with 8(a) competitive mix requirements verified by the appropriate assistant director for minority enterprise development of the cognizant district offices. The request for proposals (RFP) will be issued on or about March 23, 2006 and proposals will be due 30 days after the RFP issue date. A site visit at the EPA Gulf Breeze, FL facility is tentatively scheduled for April 5, 2006. No further synopsis will be published.
