Description
The Marine Corps Systems Command's MAGTF Expeditionary Family of Fighting Vehicles (MEFFV) intends to procure on a sole source basis the services of the Army's Future Combat Systems Lead Systems Integrator (Boeing/SAIC) to Through knowledge of the FCS Program from lessons learned, to provide systems engineering, analytical, technical, and programmatic expertise to assist the MEFFV Program Office for a period of six (6) months from contract award. The MAGTF Expeditionary Family of Fighting Vehicles (MEFFV) Program is engaged in Pre-Milestone ?A? activities and is undergoing the formal requirements development process at Marine Corps Combat Development Command (MCCDC). One of MEFFV?s program objectives is to identify and leverage ongoing technology investments associated with the Army?s Future Combat Systems Program that may be applicable to current and emerging Marine Corps systems, or that may enable the replacement of Light Armored Vehicle (LAV) Family of Vehicles (FOV), and the M1A1 Common Main Battle Tank (MBT), as those vehicles reach the end of their respective service lives. The Marine Corps is trying to leverage the Army?s Future Combat Systems? Lead Systems Integrator to facilitate a lessons learned and technology information exchange. Part of MEFFV?s mission focuses on achieving compatibility and compliance with the FCS (BCT) Family of Systems. As the lead systems integrator and contractual Subject Matter Experts for technologies being developed for the Future Combat Systems, the MEFFV Program Office feels that the Boeing/SAIC team is best equipped to address this need for the MEFFV office. Specific duties are that the LSI shall establish and participate in a Level 5 FCS/PM MEFFV IPT which will provide a focused forum for the MEFFV effort within the FCS program. Subsequent IPT meetings to discuss issues and coordinate resolutions will occur monthly or as required via telephone, VTC, or WebEx. Follow-up correspondence and communications with members of the IPT may be required on issues presented at the IPT meetings. Under the direction of the FCS/PM MEFFV IPT, the LSI shall provide the following:a. Provide systems engineering expertise to PM MEFFV to assist, through knowledge of lessons learned on the FCS program, in the identification and development of internal and external interfaces, and requirements for interoperability with the FCS systems.b. Provide systems engineering expertise and assistance, through knowledge of lessons learned on the FCS program, in assessing the impact of FCS design and testing activities as they pertain to the MEFFV program. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
