- The FISC Norfolk, Philadelphia Div intends to negotiate a labor hour contract on a sole source basis with Science Applications International Corporation (SAIC) of Huntsville, AL, on-going support, maintenance and development of the Navy?s Automated Budget System (ABS) and Budget Obligation and Analysis Tracking System (BOATS), collectively identified as FINSYS Selected System (FSS) for a period of six (6) months. These services will take place at the Navy Bureau of Personnel (BUPERS) in Washington, DC. Approximately 960 man hours of effort will be acquired. Note 22 applies. The Government will not pay for information received. The applicable NAICS code is 541511.
