- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Sea Systems Command intends to issue a cost plus award fee contract modification to Raytheon Company, 1151 E. Hermans Rd, Tucson, AZ 85734-1337, for Standard Missile-3 (SM-3) Block IA missiles for the Japan Maritime Self-Defense Forces (JMSDF) under a Foreign Military Sale. The scope will also include training and program management. Raytheon is the sole Standard Missile round design and manufacturer. As such, Raytheon is the only source with the requisite technical expertise, experience and knowledge necessary to satisfy these requirements. The period of performance will be from effective date of contract through January 2009. This contract will be awarded pursuant to 10 U.S.C. 2304(c)(1), Only one responsible source and no other supplies or services will satisfy agency requirements.
